OLADE es un organismo de carácter público intergubernamental, constituido el 2 de noviembre de 1973, mediante la suscripción del CONVENIO DE LIMA, ratificado por 26 países de América Latina y el Caribe:
12 países de Sudamérica: Argentina, Bolivia, Brasil, Chile, Colombia, Ecuador, Guyana, Paraguay, Perú, Surinam, Uruguay y Venezuela.
7 países del Caribe: Barbados, Cuba, Grenada, Haití, Jamaica, Trinidad & Tobago y República Dominicana
6 países de América Central: Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua y Panamá.
1 país de Norteamérica: México, y
1 país participante: Argelia

La energía más económica es la que no se consume y la más costosa es la que no se tiene.
De su uso racional garantizamos suficiente abastecimiento. De la eficiencia se obtienen beneficios para el desarrollo sostenible de los pueblos, con el fin de satisfacer necesidades indispensables de vivienda, alimentación, salud y educación, disminuir la pobreza
y conservar el ambiente.
