Fergana Valley Fergana Valley –– the Pilot area for IWRM Implementationthe Pilot area for IWRM Implementation
History of IWRM Fergana Project 2001 – 2002 : Phase I - Preparation stage; 2002 – 2005 : Phase II - IWRM framework; 2005 – 2008 : Phase III - Implementation; 2008 – 2010 : Phase IV – Implementation; 2011 : Phase V – Stop over /positioningHydrographic study in 6 Provinces of the FV (KG, TJ, UZ)Vision for wide dissemination of IWRM (KG, TJ, UZ);
horizontal and vertical up-scaling of the project approach in accordance with the ongoing reforms in the 3 countries
General Approach of the Project1. Project implemented through a demand oriented
approach (“bottom-up”) involving end water users in decision making.
2. Actors / institutions subordinated to the corresponding Ministries in Kyrgyzstan, Tajikistan and Uzbekistan : Ministry of Water Resources and land reclamation of
Kyrgyzstan (now State Committee water resources and land reclamation of Kyrgyzstan);
Ministry of Water Resources and land reclamation of Tajikistan;
Ministry of Agriculture and Water management of Uzbekistan.

The IWRM ConceptIWRM is a “system based on accounting of all types of water resources (surface,
underground, and drainage) within hydrographic boundaries, linking the interests of different water users (sectors), Different hierarchy levels of water governance, involving key stakeholders into decisions making
process, and facilitating the effective use of water, land, and other
resources in the interests of nature and society needs”.

Water and environmental governance performed within hydrographic boundaries in accordance with the hydrographic basin morphology.
Water saving and rational use of water to combat unproductive losses – the main priority for water users and water agencies.
Shift from supply managementto demand management
IWRM Vision
National VisionKyrgyzstan
National VisionTajikistan
National VisionUzbekistan Regional Vision
Scope of the Vision
Scope of the National Vision
The National vision will formulate proposals in the following 4 domains of activities :
1. Institutional measures and Legal regulations2.Financial and economic mechanisms3.Technical and managerial tools4.Capacity development
Level of water management hierarchy of the National Vision
For each of the 4 domains of activities, the vision will define proposals regarding three levels of hierarchy :
1. Water Users Associations2.Irrigation systems3.Sub Basins
As well as specific aspects of Public water governance
Scope of the Interstate level (regional vision)
Three principal domains of activities:
1. The BWO Syrdarya strengthening2.The improvement of water records accuracy3.The Small trans-boundary rivers management
At the lowest level of water management hierarchy –WUA’s (as central IWRM actor) should be accepted as non profit, non governmental organization.
Therefore, there is a need :
to strengthen the legal framework to create WUA’s ownership among water users to implement demand management principles, and to increase WUA’s income and financial stability
Common Priority for the 3 Countries
At the Irrigation system level - institutional set up for water delivery should function only on the hydrographic principles
Therefore there is a need: to strengthen the legal framework (separation of functions:
water delivery/water use/control-inspection) to create stakeholders ownership to establish proper financial mechanisms to implement managerial tools, including creation of
extension service for WUA’s
Common Priority for the 3 Countries (2)
At the sub-basin/small trans-boundary rivers level -institutional set up in the form of joint sub-basin commission should be linked to the BWO Syrdarya
Therefore, there is a need : to strengthen the legal framework to create stakeholders ownership to establish proper financial mechanisms to implement managerial tools
Common Priority for the 3 Countries (3)
At this sub-basin/small trans-boundary rivers level, we should also define the different aspects of public governance.
Here there is a need : to implement properly the hydrographic principles (separate
functions for delivery and use) to create administrative water-land commissions for water
use/productivity functions to create stakeholders ownership - implement properly
public involvement to implement capacity development programmes
Common Priority for the 3 Countries (4)
