6. DISCUSSION &
CONCLUSIONS
20.8.2004 7
SEEA 2012 is more theoretical and some useful suggestions from 2003 are removed in this version
• TIMBER: More flexible way for the countries to clasify forests as cultivated/no cultivated based on
their own production boundary considerations. Timber from cultivated areas other than forests are
allowed to be in.
• FOREST LAND: Removal of the
classifications cultivated/no cultivated &
available/not available for wood supply
Set a clear distinction between
timber resources and forest land.
• Identical imprecision remains for OWL
• Focus on timber resources, hardly mentions any other aspects of the forest
• Lack of a convention on how incorporate non market G&S and other products appart from timber

EVALUATE THE COMPLETENESS OF THE SEEA 2012 FORESTRY TABLES
REVIEW THE PROPOSED CHANGES IN SEEA 2012 AND ANALYSE THE USEFULNESS OF THESE CHANGES

PROPOSE OPTIONS FOR IMPROVEMENT
ESTIMATE THE FEASIBILITY OF THE IMPLEMENTATION OF SEEA 2012 IN THE EU MS
Regular reporting on forest accounts is hindered because the forest related data collection is still
voluntary. Lack of a collective action among the EU MS.
Proposed options for improvement have been listed and included in a questionnaire delivered to
relevant stakeholders from the member states for this purpose. Some of these proposal are already
reflected in DLV 5.1 while some other will be fully developed in DLV 5.2:
• SELECTION OF SEVERAL INDICATORS OF SFM (SoEF-Forest Europe) IN AN ACCOUNTING
FRAMEWORK DEPLETION BEYOND A SUSTAINABLE YIELD
• INCLUSION OF AN SPECIFIC ACCOUNT ON FOREST MANAGEMENT
• INCLUSION OF A SPECIF ACCOUNT ON RISKS
• NON TIMBER GOODS AND SERVICES: recreational services, self consumption share for
certain forest products (timber wood, berries, mushrooms…)
• MONETIZACION OF THE RESOURCES: physical accounts typically tend to be broader than
monetary accounts.
EXECUTED WORK & DELIVERED INFORMATION: TASK 5.1
20.8.2004 9
CREEA
THE FOREST ACCOUNTS SHOULD ACHIEVE A BETTER ALIGNMENT BETWEEN SFM
INDICATORS AND ENVIRONMENTAL ACCOUNTING FRAMEWORKS, WHICH WOULD
ENABLE BETTER MONITOR AND SECURE TRHE SUSTAINABILITY OF FOREST
RESOURCES
EXECUTED WORK & DELIVERED INFORMATION: TASK 5.1
20.8.2004 10
TASK 2 (DLV 5.2)
Developing procedures for integrating national forest data
into the proposed SEEA 2012 framework
SUBTAKS
1. EXPLORING WHETHER AND HOW NATIONAL DATA WOULD HAVE TO BE
ADAPTED TO MAKE IT CONSISTENT WITH THE PROPOSED STANDARDS.
1st stage. The forest data currently collected by national statistical offices will
be revised through a questionnaire in coop with the statistical offices
2nd stage. Comparison between the data collected vs. data requirements of the
proposed SEEA forest tables
2. PROPOSING PROCEDURES THAT COULD BE APPLIED AT THE LEVEL OF
MEMBER STATES. It will result in a guideline for data providers giving
guidance on potential data sources and how to adopt them to meet the
requirements of SEEA2012 tables.
EXECUTED WORK & DELIVERED INFORMATION: TASK 5.2
20.8.2004 11
A questionnaire was developed and delivered to statistical offices
(and not only) of different EU (and non EU) countries
Objectives:
Gathering information on the experience with the implementation of forestry
accounts in each of the countries PART I
Test their opinion on the feasibility/utility of implementation of SEEA standards
and the proposed improvements to them PART II
CREEA
RESPONSES OBTAINED FROM:
AUSTRIA, FINLAND, GERMANY, The NETHERLANDS, NORWAY, SPAIN*,
SWEDEN, UK,EUROSTAT
CANADA *, INDIA, MEXICO, GUATEMALA*
EXECUTED WORK & DELIVERED INFORMATION: TASK 5.2
20.8.2004 12
• Because SEEA 2012 sets minimum criteria of what should be reflected in the forest accounts,
regarding mainly forest land and timber, we also collected information on whether the proposed
improvements would be feasible to implement for the countries.
• FOREST LAND: we proposed an improvement on the SEEA classification of forest land (natural
regenerated and planted forest land) by recording the differences between conifers, broadleaved and
mixed. Most European countries were reluctant to stick to this classification EUROSTAT categories
divided forest land in available/not available for wood supply. (FAWS). However, we consider SEEA
classification, because definitions are clearly set up, wouldn’t be so demanding as it may appear at
first glance.
• Proposals such as STABLISHING AN ACCOUNT ON HAZARDS AND OTHER ON FOREST
MANAGEMENT face problems such as LACK OF DATA & RISK OF DOUBLE COUNTING.
• A significant amount of resources should be devoted to compile data according to the proposed
categories.
• The heterogeneity of forest ecosystems, even within the EU differences in the relevancy of some
topics such as NWFP or OWL area.
EXPLORE NATIONAL DATA AND WHETHER AND HOW
IT SHOULD BE ADAPTED TO THE PROPOSED STANDARDS
EXECUTED WORK & DELIVERED INFORMATION: TASK 5.2
20.8.2004 13
DELIVERABLE 5.2
Containing the summary of the responses to the questionnaire
is almost ready
Overview of the state of the art in forest accounts in Europe EUROSTAT
perspective on the issue?
EXECUTED WORK & DELIVERED INFORMATION: TASK 5.2
20.8.2004 14
WAY AHEAD AND POSSIBLE DISCUSSION WITH EUROSTAT
• Case studies already decided: SWEDEN, BADEN-WURTEMBERG & CATALONIA
• A good representation of European forest ecosystems and of efforts in accounting for their
resources
• Test data collection for SEEA 2012 tables and also for the improvements proposed in the
questionnaire
TASK 3 (DLV 5.3)
Testing the methodology by data gathering in selected countries
SUBTAKS
1. SELECTION OF CASE STUDIES
2. COLLECTION OF DATA
3. PREPARATION OF CASE STUDIES
20.8.2004 15
WAY AHEAD AND POSSIBLE DISCUSSION WITH EUROSTAT
SOME OF THE QUESTIONS THAT CAME TO OUR MINDS
• Degree of applicability of the EAF / IEEAF frameworks among countries
• Efforts made to increase countries commitment with the reporting of forest accounts
• Final use of the data
POSSIBLE DISCUSSIONS WITH EUROSTAT FOR THE TASK 5.3
DATA COLLECTION, APPROACHES, TESTING OF RELEVANT ACCOUNTING ASPECTS
