1. PRÓXIMAS LÍNEAS DE ACTUACIÓN DE AEE
DECIDIDAS EN LA ÚLTIMA REUNIÓN DE LA COMISIÓN PERMANENTE
El pasado lunes 5 de mayo se reunió en la sede de la Asociación, la
Comisión Permanente de AEE con la presencia de José Donoso (GAMESA),
Santiago Gómez Ramos (ACCIONA), Ángeles Santamaría (IBERDROLA),
Francisco Galván (NEO ENERGÍA) y Concepción Canovas (ENDESA),
además del Secretario General y los Directores Técnico y de Comunicación.
La Comisión Permanente aprobó la posición sectorial remitida para
deliberación y comentarios a la propuesta de la Comisión Europea de una
Directiva para la promoción del uso de fuentes de energía renovables,
inclusiva del posicionamiento de la asociación y de una proposición de
enmiendas al texto remitido por la citada Comisión Europea al Parlamento
Europeo.
Asimismo, se programaron reuniones institucionales con la Secretaría
General de Energía, el IDAE, la REPER y los eurodiputados españoles en las
Comisiones ITRE y de Medio Ambiente del Parlamento Europeo, para
difundir y profundizar en la posición sectorial adoptada.
Por otra parte, en relación al asunto del BICES, se acordó una
reunión con la Dirección General del Catastro con la finalidad de exponer la
opinión legal de la Asociación acerca de la Sentencia del TS referente al
art.23.2 del R. D. 407/2006, y de tratar de acotar los posibles efectos
derivados de una modificación del statu quo actual en relación con la
tributación del IBI de los parques eólicos. A la vista del resultado de la
reunión se acordará sobre las siguientes actuaciones. La Comisión
Permanente ha aceptado también la invitación formulada por GWEC a elevar
la categoría de afiliación de AEE y su representatividad dentro de la misma.
Otro asunto abordado fue el de la Convención del Sector Eólico
del próximo día 9 de junio, de la que el Departamento de Comunicación dio
cuenta de la situación del programa, se valoraron las candidaturas
propuestas al primer premio a otorgar por la asociación para reconocer la
trayectoria en el apoyo a la energía eólica. En los próximos días la asociación
dará cuenta de la persona o institución a la que se entregará este
reconocimiento en la cena a celebrar el dia 9 de junio.
A propuesta del Director Técnico, se acordó ampliar el
presupuesto del estudio de penetración eólica adjudicado a Deloitte y la
petición de ofertas para la subcontratación de los estudios de MDL´s en
América Latina en marco de la subvención de IDAE. Por último, se convocó
la Junta Directiva de la Asociación a celebrar en el domicilio social el próximo
día 6 de junio de 2008, a las 11,00 horas.
2. NUMEROSAS EMPRESAS DEL SECTOR EÓLICO SE APUNTAN A CELEBRAR EL DÍA EUROPEO DEL VIENTO
Como ya os hemos ido informando anteriormente, por segundo año
consecutivo la Asociación Europea de la Energía Eólica (EWEA) organiza
el Día Europeo del Viento el próximo 15 de junio, cita a la que se suman 18
países con actos muy diversos que tienen como objetivo acercar al conjunto
de la sociedad la realidad de la eólica como fuente de energía limpia,
autóctona y renovable. En España, aprovechando la fuerza de esta
convocatoria europea, instamos a todas las empresas y entidades del sector
a promover el mayor número de iniciativas en torno a este evento puesto que
es una gran oportunidad para transmitir a los ciudadanos todos los aspectos
positivos que representa nuestra tecnología.
Los preparativos para celebrar el Día Europeo del Viento en España
siguen adelante. Ya hay muchas empresas y entidades del sector que están
participando en este evento con muchas actividades tales como jornadas de
puertas abiertas en parques eólicos, visitados por el conjunto de la población;
exposiciones y montajes emblemáticos en diversas ciudades tales como
exhibición de palas o carpas con paneles informativos; jornadas y
conferencias sobre energía eólica; visitas a centros docentes por parte de
profesionales del sector para impartir charlas o conferencias, etc.
Dentro de los actos que se celebrarán con motivo del Día Europeo del Viento, tendrá lugar la exposición EOLO SOPLA EN MADRID del 9 al 15 de junio en el Paseo de la Castellana, frente al Estadio Santiago Bernabéu. El
público asistente podrá visitar diversas carpas que albergarán stands de
diferentes empresas del sector con una muestra representativa de su
actividad; maquetas; exhibición de una góndola de aerogenerador, entre
otras actividades. Además, se entregarán folletos divulgativos para adultos y
niños así como material promocional

3. SIGUEN ADELANTE LOS PREPARATIVOS PARA LA CONVENCIÓN EÓLICA DEL 9 DE JUNIO
La Asociación Empresarial Eólica última el programa de la
Convención Eólica 2008 que tendrá lugar el próximo 9 de junio en Madrid y
que contará con la participación de los principales protagonistas del sector,
con el objetivo de transmitir a la sociedad española la realidad actual de la
energía eólica que constituye ya un pilar básico del sistema eléctrico español
y una industria líder en el mundo. Esta Convención, que servirá de punto de
partida de los actos en nuestro país relacionados con el Día Europeo del Viento, tendrá como eje central una jornada de conferencias que inaugurará
el Ministro de Industria, Turismo y Comercio, Miguel Sebastián, y en la que
intervendrán también los presidentes de las principales empresas del sector y
altos representantes de entidades nacionales y europeas relacionadas con la
energía. Asimismo, esta Convención Eólica será un lugar de encuentro para
todos los profesionales del sector a través de un Foro de las empresas, que
contará con un espacio preparado para celebrar todo tipo de reuniones, así
como una Exposición donde se brindará la oportunidad de dar a conocer
productos y servicios del sector.
Como colofón a esta convención, se celebrará una Cena del sector que se perfila como la cita social anual de referencia en la que se premiarán
las tareas más destacadas con el homenaje a una personalidad o institución
que haya contribuido de una manera notable al desarrollo de las energías
renovables y con la entrega de un premio periodístico a un profesional de
los medios especializados en energía. La cena estará amenizada con un
concierto de instrumentos de viento.

6. OTRAS ACTIVIDADES AEE
• El Secretario General de AEE, Ramón Fiestas, participó el pasado
martes día 6 en la 41ª Reunión Anual del Banco de Desarrollo Asiático,
que se celebró en Madrid, organizada por la Confederación de
Trabajadores y Empresas de España (CEOE). El asunto principal de la
reunión fue La energía renovable para el desarrollo social. • El Director Técnico de AEE, Alberto Ceña, ha asistido, hoy día 9 de
mayo al Seminario de Mecanismos de financiación y apoyo en la
Universidad de Bath. La ponencia presentada ha tratado sobre La
integración económica y técnica de la energía eólica en el sistema
eléctrico español.

El pasado 20 de noviembre de 2007, se publicó el Real Decreto 1514/2007, por el que se aprueba el nuevo Plan General de Contabilidad (NPGC). El día 21 de noviembre de 2007 se publicaba, asimismo, el Real Decreto 1515/2007, por el que se aprueba el nuevo Plan General de Contabilidad para PYMES. La entrada en vigor de estas normas se ha producido el 1 de enero de 2008 y será de aplicación en la formulación de las cuentas anuales de los ejercicios que se inicien a partir de esta fecha.
Estos cambios se sumaban, en la Unión Europea, a la obligación para las compañías cotizadas ubicadas en alguno de los países miembros de presentar a partir del 1 de enero de 2005 sus cuentas anuales consolidadas de acuerdo con los criterios establecidos en las Normas Internacionales de Información Financiera (NIIF).
Con la entrada en vigor del Nuevo Plan General de Contabilidad los grupos consolidados cotizados continuarán aplicando las NIIF, igual que aquellos grupos consolidados que se han acogido a la opción voluntaria de aplicar normas internacionales. El nuevo Plan General de Contabilidad afectará de forma general a todas las cuentas anuales individuales y a los grupos consolidados no cotizados que no estén aplicando NIIF voluntariamente y que, por tanto, venían aplicando el Plan General de Contabilidad aprobado por el Real Decreto 1643/1990, de 20 de diciembre (PGC90).
Muchas han sido las especulaciones acerca de cual podría llegar a ser el alcance definitivo de la reforma contable cuando la misma alcanzase a las cuentas individuales, dado que la puesta en marcha de la nueva normativa, a pesar de su elevada calidad técnica, introduce una elevada complejidad en determinados aspectos. Además hay que resaltar que el impacto de la nueva normativa no recae únicamente en los departamentos Financieros y de Administración de las empresas, si no que involucra a otras áreas como son Planificación y Control, Fiscal, Legal, Operaciones, etc.
En este contexto, el Club Español de la Energía, con la colaboración de Deloitte, ha organizado unas jornadas sobre los Aspectos Contables del Sector Energético con las que, una vez solventada la incertidumbre regulatoria, analizar cuál es la magnitud de los efectos que el nuevo marco contable tendrá sobre las empresas energéticas españolas, no sólo en relación a su contabilidad, si no también sobre la propia gestión de las mismas.
Presentación
La particularidad de la Gestión Contable en las empresas energéticas ha sido un tema ya tratado por ENERCLUB de forma recurrente, y es hoy una oportunidad de formación continua única en el marco docente español. Especialmente en una situación de importantes cambios regulatorios como la actual, las jornadas que el Club Español de la Energía pone a su disposición responden plenamente a la necesidad de profundizar en los impactos más significativos y específicos sobre los subsectores de la Electricidad, el Régimen especial, el Gas o el Petróleo.
Conscientes de la importancia de estos temas, en estas Jornadas que les presentamos, se trata de analizar y preparar a los agentes afectados para la correcta aplicación de los nuevos principios y normas contables y para anticiparse y hacer frente a los impactos derivados de la entrada en vigor de las mismos.
El cuadro académico de profesores en este curso que ofrece el Club Español de la Energía, basado en la experiencia práctica de los mismos en los aspectos contables y en su conocimiento directo del Sector Energético, es un factor diferenciador respecto a las iniciativas de otras instituciones.

Introducción:
Las tecnologías asociadas a la energía eólica han ido avanzado en paralelo con el vertiginoso crecimiento del sector. Los nuevos desarrollos de turbinas cada vez más ambiciosos ponen de manifiesto la necesidad cada vez mayor de simular, medir y ensayar.
Durante todos estos años, Álava Ingenieros ha aportado a los fabricantes, centros tecnológicos e ingenierías múltiples soluciones de medida, ensayo y simulación.
