Introduction

What is EUNIS?

AimsThe European University Information Systems (EUNIS), created in 1993, has the following foundational aims:

• Improve the exchange, the cooperation and the debate between the managers of the systems of information of European Institutions of Higher Education and Investigation.

• Present and discuss the university point of view with the main providers of systems of information.

• Establish relations with institutions of Higher Education and Research in the field of systems of information in each country and in an European level.

MembersAre members of this asociation:

• Institutions of Higher Education and Research

• National Organisations of education of all Europe

• Nowadays the association is conformed by 136 official institutions from 28 european countries and 2 associated countries (United States and Israel).

• Additionally there are agreements or informal relations with other organisations like EUA (European Asociation of Universities), EDUCAUSE (United States), TERENA (Trans-European Research and Education Networking Association), CAUDIT (Australia) , UNINETT (Norway), etc.

Government• General Assembly (representatives of all the members)

• Council: Two representatives of each country, one representing the universities and other of the national organization, if it is the case. (In Spain, as representative of CRUE and of Universities, Javier Franco Tubío, Head of the ICT of the USC)

• Direction Committee: a maximum of nine members chosen between the ones of the Council.

Previous activities

Presentation of the conference EUNIS 2009 during the development of the conference EUNIS 2008

From June the 24th to the 27th, three representatives of the USC assisted in Aarhus (Denmark) to the International Conference EUNIS 2008, “Visions for use of IT in Higher Education”. During the closing session, they made the official presentation of the edition 2009 (http://eunis.dk/papers/) Presentation of the EUNIS2009 Venue. Aditionally they did informal presentations of the 2009 edition and gave promotional stuff.

Promotional StuffWe developed two versions of the EUNIS 2009 promotional video, used in the presentation before mentioned, as in the web and in diferent presentations. They made flyers delivered in several forums, as the university meetings of the Sectorial Comission of the ICT of the Conference of Rectors of Spanish Universities and a model of the Rectorship of the USC. That material includes a promotional video of the conference(http://www.eunis.es/?p=113).

Development of workshop and meetings with the EUNIS Director Board

October 3rd and 4th, 2008 the EUNIS Director Board had a meeting in Santiago de Compostela to know the details of the organization and treat with the Organising Committee several aspects of the Conference.

Elaboration and set up of the official website of the Conference (www.eunis.es)

For the set up of the conference website we bought a specific server to host the website as a institutional way of communication for the Conference, created with a content management system based on PHP/MySQL. We installed WordPress to edit the contents. The information can be syndicated by RSS technology.

It includes the development of the institutional image of the Congress (visual identity)

Preparation of the program and contact with keynote speakers

During the years 2008 and 2009 we managed, with the colaboration of several european, spanish and galician entities and institutions, to invite different people of recognised prestige to take part in the conferences.

European Annual Conference

The main activity of EUNIS is its ANNUAL CONFERENCE. The 14th took place in Aarhus, Denmark, in June 24th to 27th, 2008, under the idea “IT: Key of the European Space for Knowledge”

This event joined up to 300 assistants coming from more than 30 countries. Structured in plennary sessions and workshops, the conference let know the most important works on the field of the ICT of the european universities and research institutions, been revealed as a meeting point and as an exceptional opportunity to share experiences with the professional heads of european institutions (universities and centres of research).

EUNIS 2009: University of Santiago de Compostela

The 2009 Annual Conference edition took place in June, from the 23rd to the 26th in Santiago of Compostela, held by the University of Santiago de Compostela.

It was the first time in Spain for this conference. The USC proposal to held the EUNIS conference was presented in the 2006 meeting in Tartu (Estonia), where was decided the conference hosts for the period 2007-2010, that will finish in Warsaw, in June 2010. It was ratified in the meeting of the EUNIS Board in Netherlands, that decission was communicated by the Executive Secretary, Martin Price.

The context• The Annual Conference of EUNIS represents a frame of reference for the discussion on

the challenges and the new projects of technologies and systems of information in higher education.

• The lectures proposed are evaluated by a Scientific Committee of IT professionals from different countries, being constituted, some of them based on the references of good practices at an European level.

• The USC together with other national and regional administrations will act as host in the organization of the Congress, under the supervision of EUNIS.

• EUNIS 2009 represents an exceptional showcase to present projects and initiatives developed by technological partners, particularly companies and administrations at an European level.

• The USC will offer a relevant role in the event to the Conference of Rectors of Spanish Universities (CRUE).

• Santiago de Compostela and its routes are an exceptional lure which, together with a high level programme, constitute key points to assure an excellent participation, qualitative and quantitative, in EUNIS 2009; meeting point of cultures and knowledge.

• Through the organization of this Congress, the USC hopes to achieve a meeting point between the fifth centenary of this historic University and its present and future commitment with innovation and quality.

The USC constituted in april of 2008 an Organising Committee chaired by the Rector, to ensure the planning and management of all the aspects of the conference, like the professional, communicational and organizational version.

The conference was held in the Faculty of Medicine, in the incomparable frame of the Obradoiro Square, with different social and cultural acts.

Scientific Committee

The Scientific Committee is composed by 30 people of different fields (http://www.eunis.es/?p=82), 16 of them members of EUNIS and 14 from spanish universities. There have been workshop meetings with the President and Secretary to set the Call for papers, the Selection Criteria, and the Topics of the Conference

The submitted papers revision ended on the 31st of March, 2009; been the authos informed the 15th of April. The revision of the papers was made through a double blind review.

To complete the organization of the congress, the Organising Committee had 27 meetings to be able to head all the details that concern the set up of an event of this character, with a number of assistants so overhead and from diferent countries. This work includes from the coordination of the rent and adaptation of the spaces used in the conference, the selection and preparation of the activities and events of the social programme, the delivered material, the accommodation of the assistants, the contact and reception of the invited personalities, etc.

09:00Workshop R3SG - Harmonizing Higher Education: “Standard” perspectives in support of the Bologna Process toward the creation of a European Higher Education Area [Aula Castelao] This workshop builds on the previous activities of the Rome Student Systems and Standard Group (RS3G) around standards and procedures supporting digital student data exchange in Higher Education Institutions. RS3G has been focused on putting into perspective how standardization efforts can help solve the challenging interoperability problems paving the road toward the harmonization of Higher Education at international level. One of its distinctive traits is to provide a context for understanding international standardization activities, contributing to the them in a practical way, and engaging in international collaboration projects. RS3G is dedicated to addressing issues such as the critical “adoption dilemma” as well as key success factors like “bridging the gap” between standardization authorities and the implementation community. The workshop will also showcase real ongoing projects and their expected impact on Bologna Process while providing references for further investigation and opportunities for direct involvement.

Tutorial 1 - Hands on video and multimedia objects management in higher education - [Aula Medicina Preventiva]This tutorial will focus on management of video and multimedia objects in higher education. General landscape presentation of the OPENCAST community, ARCA and PuMuKIT projects will be done. Hands-On part of the tutorial will be focused on the PDP approach to multimedia objects management. PuMuKIT will be presented as a tool for video and multimedia objects management at institutional level an ARCA as a tool for content aggregation and management of multimedia educational objects at national or multi-national level. It will also be presented the SIR-PAPI federated authentication infrastructure as a key solution for access control to multimedia assets in an inter Institutional environment.

Tutorial 2 - IT Governance in Higher Education - [Aula 1]This tutorial will focus on how can a Higher Education institution implements an IT Governance Framework. First of all, the most important frameworks will be presented: ISO 38500, COBIT, Weill and Ross, JISC Framework (United Kingdom), CRUE Framework (Spain). Several international initiatives in Higher Education (United Kingdom, Spain and EE.UU.) will be analized and discussed with the hope you can contribute with your own experience. Later, key steps that the organization must follow to implement an IT Governance system will be presented. Hands-On part of the tutorial will be focused on resolving several exercises that help you to understand how you can implement some of these steps. During this session several toolkits developed by CRUE (similar to JISC´s toolkit) could be used.

FRANCO ACCORDINO

Franco Accordino is the Assistant to the Director of “Emerging Technologies and Infrastructures” within the European Commission’s Information Society and Media Directorate-General. The Directorate’s main goals are: identifying new research paths beyond mainstream ICT research; developing new technologies, services and experimental facilities for the open and trustworthy internet of tomorrow; building and deploying the future European research and education infrastructures; fostering new initiatives for the promotion of a sustainable European research, education and innovation space.

In FP6 (2003-2006) he has been a scientific officer in the area on Grid technologies, Service Oriented Architectures and Network Centric Operating Systems. In FP7, he works mainly on the development of a vision and strategy for future ICT, with particular focus on future and emerging technologies (FET), e-Infrastructures and virtual research communities including research networks, grids and data infrastructures, new paradigms and experimental facilities for the future internet, ICT for trust and security.

Before joining the European Commission, he worked at the ETH/CSCS National Supercomputing Centre of Switzerland, at Consorzio Pisa Ricerche and at the National Research Council of Italy where he conducted research on formal methods, languages and tools for concurrent systems and protocol specification. He has a long-standing experience in several information technology fields, including formal methods and software engineering, grid and distributed systems, operating systems, web-based applications and services and knowledge discovery in databases.

e-Infrastructures: key enablers of the European Knowledge Space

We are in front of an epochal change in the way of doing science and education, enabled by high-speed research networks, increasingly powerful computers, grid technologies, data infrastructures and new tools enabling global virtual collaborations. Such unique tools, known as e-Infrastructures, allow generating and sharing knowledge at a global level. The advent of Web 2.0 and the Internet of multimedia content, services and “things” also marks a cultural change in the way knowledge is produced, disseminated and injected in the education systems and the innovation lifecycles. e-Infrastructures are designed to support these new “participative” paradigms enabling creativity, information sharing and collaboration. They are the catalysers of a new “Scientific Renaissance” which will set the base for future discoveries and will pave the way for a new educational, industrial and societal revolution.

Within the context of the EU Framework Programmes for Research and Technology Development, the European Commission has made significant investments in e Infrastructures along several dimensions, including research networks such as GÉANT, grid infrastructures, data repositories and supercomputing facilities. This presentation provides an overview of the EU research programmes to support e-Infrastructures and points out the challenges for future ICT-based infrastructures for research and education at the down of the 21st century.

STORK Project: Electronic Identification Across European Union

STORK (Secure idenTity Across boRders linKed), a pilot scheme co-funded by the EU aiming to implement EU-wide interoperability of electronic identities (eIDs), has unveiled details of its five planned pilot projects as well as the strategies of the supporting work packages. The pilots (cross-border authentication for electronic services, safer chat, eID student mobility, eID for the delivery of electronic documents and EU citizen change of address) are scheduled to take place between June 2010 and May 2011.

Since STORK was announced in June 2008, seven work packages have been introduced combining the expertise from independent and government-funded organisations across the 13 participating EU Member States (and Iceland). Each led by a different Member State, the work packages will support research critical to pilot deployment and implementation, including the continued development of and lessons learnt from existing initiatives and studies (such as IDABC) from across the EU. The models, frameworks and theories developed by the work packages over the three-year duration of STORK will ensure maximum compatibility with existing national infrastructures and eID standards, with the potential for full scalability across the EU.

The success of the pilots in a real-life environment is heavily dependent on the deliverables from all the work packages, comments Co-Chairman of STORK, Miguel Álvarez Rodríguez. “Amongst other factors they will address existing national frameworks and eID inventories, future technological developments on eID, the required cross-border process flows, the design and development of a set of common specifications, interoperable architectures and protocols for cross-border electronic authentication.”

The pilots include the development of a demonstrator for cross-border eID authentication; the promotion of safe use of the Internet by children and young people; ease of mobility for students wishing to study in other EU Member States; the secure delivery of citizen and business electronic documents and assisting citizens relocating across Member States.

Francisco J. García holds a PhD in Computer Science (2000, University of Salamanca, Spain). He works as a teacher of the Informatics and Automatic Department of the University of Salamanca. Dr. García is the GRIAL (research GRoup in InterAction and eLearning) director. His main research interests are eLearning, Computer & Education, Adaptive Systems, Web Engineering, Semantic Web, and Software Reuse. He was member of the Member from Technologic and Academic Committee of the White Book for Digital University 2010. Now he is Technology Innovation Vice-Rector of the University of Salamanca and the President of the Technical Committee of the SCOPEO observatory, an observatory for the eLearning activity, innovation and trends. He has more than 100 published papers in international journals and conferences.

RICHARD N. KATZ

Richard N. Katz has been vice president of EDUCAUSE since 1996. He is the founder and director of the EDUCAUSE Center for Applied Research, a research service subscribed to by 500 colleges and universities worldwide. He is also responsible corporate relations and from 1996 to 2001 for EDUCAUSE operations. Prior to joining EDUCAUSE, Katz served in a variety of executive and management roles at the University of California. In 1995, Katz was the second recipient of that institution’s award for innovative leadership. He is the author or editor of 7 books, including Dancing with the Devil, which was named one of the most influencial books of 1999 by Lingua Franca.

The Scholar, Scholarship and the Scholarly Enterprise in the Digital Age

The Digital Age is now only 60 years old, but is entering a new phase. Where in the past, technologies have become indispensible tools and partners to use in making work better, faster, and cheaper, today many technologies are running their own course and are transforming entire industries. ALAN MCMEEKIN

Alan McMeekin is the Chief Information Officer of Monash University, with responsibility for the overall planning, development and deployment of ICT, where he has served for ten years. Alan has Master of Business Administration, Postgraduate Diploma in Computing and Bachelor of Science degrees. He has worked in the ICT sector within universities for 30 years. He has served in a number of public roles, including current engagements with:

• Past Chair and Member of the Council of Australian University Directors of Information Technology,

• Member of the Australian eResearch Infrastructure Council, which has oversight of the federal government’s investment in ICT infrastructure supporting research, and

• Foundation Chair and Member for the Board of VERNet Pty Ltd, the Victorian Education and Research Network.

ICT shared services - growing capability

Information and communications technology will play an increasingly important role in the higher education and research sectors of our economies. While the demand and expectations of ICT services from within our communities and stakeholders will continue to grow, university CIOs and ICT service providers will be challenged to harness the resources, funds and skilled staff to meet these expectations.

An approach to grow capability is to adopt a multi-tiered framework for ICT “shared services”. At an institutional level, where universities typically have a devolved service delivery model, ICT services need to be effective and efficient, while being innovative and transformative. There are significant incentives for institutions to voluntarily work together, sharing resources, and operating with a healthy spirit of competition for student enrolments and research funds. Lastly, institutions must partner with governments who are now making major investments in shared national ICT infrastructure, essential to support modern trends in the conduct of research.

LOUIS POUZIN

Louis Pouzin is one of the pioneers in computer communications. He designed and directed the development of the Cyclades network in France, the first to use datagrams and matching end-to-end protocols, later adopted by internet. Presently he contributes to several associations and working groups related to internet development. Some of the awards he received for his work are the IFIP Silver Core, the ACM SIGCOMM, the IEEE Internet awards, and the Légion d’Honneur. He graduated from Ecole Polytechnique in Paris, and has published more than 80 articles and a book on computer networks.

Internet: The Coming Of Age

The World Summit on the Information Society (WSIS) has revealed the critical issue of internet governance. Pressure is increasing to evolve from USA control to a more equitable organization. As China has acquired her autonomy, the internet scene is changing to a network of more localised networks, focusing on people needs.

PETER SZEGEDI

Peter Szegedi is currently the Joint Research Activity 2 and Networking Activity 2 leader of the FEDERICA project. He received his MSc degree in Electrical Engineering at Budapest University of Technology and Economics (Hungary, 2002). He then worked towards a PhD at the Department of Telecommunications. His main research interests include design and analysis of dynamic optical networks, especially optical Ethernet architectures, network control and management processes. He worked for Magyar Telekom (2003-2007) then he joined TERENA in January 2008.

Campus Networking: end-to-end

The core business of TERENA is to bring together managers, technical specialists and other people in the research networking community, mobilising the expertise and experience of hundreds of professionals in the research and education networking area. The broader TERENA Community consists of NRENs, Research Labs, Universities, and even individual PhD students all over Europe. Provisioning end-to-end network services for the demanding applications of those users is one of the challenging issues in the NRENs’ service portfolios. This paper summarises the key motivations behind those emerging services and highlights the TERENA joint activates concerning the general question on how the end-users can seamlessly be connected at gigabit speeds.

ARTHUR TREW

Prior to becoming a founder member of EPCC in 1990, Arthur Trew was a Research Fellow in the Department of Physics and Astronomy at Edinburgh working on simulations of many-body problems. In 1995, he became Director of EPCC; in this role one of his key aims is exploiting computational science linkages between academic disciplines and between academia and industry.

In 2001, he became the Deputy Director of the National e-Science Centre (NeSC); he is also a Director of UOE HPCx Ltd, a wholly-owned subsidiary of the University of Edinburgh, which was formed to manage the £54M HPCx, and more recently the £113M HECToR, projects which provide national High Performance Computing facilities for UK academia.

As the Service Director, he is the main link to the Research Councils for both projects.

Today, he holds a wide range of Research Grants and contracts, and, has published widely on the application of computational science techniques in academic and industrial projects. He holds the Chair of Computational Science at the University of Edinburgh and is a Fellow of the Royal Society of Arts.

High Performance Computing: A central role for Research and Innovation in 21st Century

Computational Science emerged some 30 years ago as the third research methodology complementing theory and experiment and is of especial use where the system under investigation is too complex to be tractable mathematically, and is not amenable to experiment. Its power has been built on the exponential increase in microprocessor performance but, due to physical limitations, that driver has stopped. This talk will look at the opportunities and challenges enabled by Computational Science and demonstrate the importance of such work for European competitiveness, both academically and commercially.

ANDREU VEÀ

Andreu Veà is a well known internet pioneer and entrepreneur in Spain. He founded the 4th ISP (in 1994) and later on leaded the internet strategy of Retevision-Auna the second Spanish national telco-carrier which opened the monopoly (hold by Telefonica until that moment 1998). He was involved in launching their ISP, the revolutionary Free Access and the Flat Rate, which doubled the market in less than a year. He is a Telecom Engineer, Electronic Engineer, and holds the first Ph.D. dissertation thesis (2002) focused on the Internet. Which got the attention of Vint Cerf (father of the internet) who encouraged him to follow his research at Stanford (2003). Since then he has been an Invited Scholar at this University and has focused his research on finding internet pioneers around the world. This program has been internationally awarded by ISOC (the Internet Society) which is since 2007 supporting its efforts. Dr Veà has contributed or founded many internet related organizations (www.espanix.net www.catnix.net www.galnix.net www.isoc-es.org ) and has been part of multiple steering committees as the Internet Global Congress or in ISOC. Nowadays he is also International Relations and Networking Director, at La Salle Innovation Park in Spain. And has been elected eminent expert representing Spain at the WSA World Summit Awards (UNESCO).

History, Society & Technology a very personal view of the origins of the the Internet

Since 1994 the author has been collecting the Stories of the Internet pioneers, on digital audio format to preserve it for future generations to know. Wouldn’t it be great to hear Thomas Edison or Graham Bell personal voices today? Designing and creating a huge timeline-sorted, open source repository to make possible browsing among the people who most contributed to the internet. In every single country, same structure and method.

We need unknown stories, the important old e-mails which marked a milestone, group pictures, anecdotal situations, and, most importantly, your financial support to boost this project to preserve our collective internet story. The original goals, the real pioneers of networking are described one by one forming a corpus of seasoned experienced lessons to take in account.

The history and pre-history of the Internet’s creation and evolution will occupy the attention of serious scholars and historians for many years in the future. Executive summary

The 15th edition of the International EUNIS Conference took place in the University of Santiago de Compostela from 23rd to 26th of June, 2009, in the Faculty of Medicine. All the activities were developed in this historical building and in the surroundings of the Obradoiro Square.

Being the first time that such an EUNIS Conference is held in Spain, the Congress became the meeting point of Europe’s most outstanding year for IT professionals from universities and research institutions.

EUNIS is a non-profit association that stimulated the development and collaboration of different projects of information technologies in European Universities since its inception in 1993. The University of Santiago de Compostela, the first Spanish institution to become integrated into the same, is currently represented on its Board of Directors through its ICT Director, Javier Franco. This Council was partially reorganized during the General Assembly meetings held in Santiago and in which proceeded to elect a new president, Jan Madey, and several members of the Board. The Conference of Rectors of Spanish Universities (CRUE) is also a member of the Association.

The meeting, under the theme “IT: Key for the European Space for Knowledge” had a structure of previous seminars and tutorials, with plenary lectures by some of the most prestigious IT experts in higher education worldwide (keynote speakers), as well as parallel sessions where presented over 90 papers selected by a Scientific Committee composed by 30 European experts. These lectures let to publicize the development of innovative projects in the most varied fields of e-learning, IT governance, infrastructure and integrated systems, multimedia, security, mobility and globalization, portals and institutional webs, web 2.0 and social networking, open source software and e-government, among others.

It was also developed a panel session and parallel technical conferences.

The workshops were supplemented by social and cultural activities of high-level —dinner gala, reception in the Town Hall of Santiago, a Classical Music Concert at the Auditorio de Galicia offered by the Chamber of the Royal Philharmonic of Galicia under the City Consortium of Santiago de Compostela, technological and cultural visits, etc.— which were an ideal framework for the exchange of views and networking for attendees.

26 countries (30 globally) were represented, with more than 110 institutions and 250 attendees.

All lectures were recorded and were made available to the international community, representing a stock outstanding as a source of good practices at European level.

Committee for the next edition EUNIS 2010, which will take place at the University of Warsaw.

The event also served to hold meetings from USC, at different levels (from the reception made by the Rector of several Rectors attending the meetings on IT aspects, currently in development at the university).

The representatives of the EUNIS Board have taken publicly that EUNIS 2009 edition “has resulted, if not the best, one of the highest quality of all held so far”.

The effort of the Scientific Organizing Committee and Sponsors that allowed to carry forward this Congress (at the institutional level the Xunta de Galicia —through the Secretaria Xeral de Modernization e Innovación Tecnolóxica and the Consellería de Educación e Ordenación Universitaria— and the Consorcio de Santiago de Compostela. At a private level, the companies Banco Santander —the main sponsor of this event— as well as HP, Sigma, SAP and Vodafone), to which we wish to publicly thank for having allowed the development of a high-level event that has served as a meeting point and to project the image and projects of the USC and Galicia in the European context.
