the employees in the revised pay structure and includes allowances if any
admissile to him'

/' Drawal of pay i# re$ised pay str%ct%re0
Save as otherwise provided in the order every employee shall draw
pay in revised pay structure applicale to the post to which he.she is
appointed'
7rovided that an employee may elect to draw pay in the e9isting
scale until the date on which he earns his ne9t or any susequent increment
in the e9isting scale or until he vacates his post or ceases to draw pay in that
scale
7rovided further that in case where an employee has een placed in
higher pay scale etween the period from 1st>anuary 2%%* to the date of
notification of this order on account of up#gradation of pay scales etc' such
employee may elect to switch over to the revised pay structure from the date
of such up#gradation as the case may e'
E&pla#atio#-'0 :he option to retain the e9isting scale under first proviso of
the order shall e admissile only in respect of one e9isting scale'
E&pla#atio#-''0 :he aforesaid option shall not e admissile to any
employee appointed to a post on or after the 1 st>anuary 2%%* whether for first

Optio#:
,1- :he option under the provision of para / shall e e9ercised within one
hundred and eighty days from the date of issue of this order to =ead of
3nstitution varialy',2- 6 teacher or a non#teaching employee of a Government
6ided.Sponsored Educational 3nstitution who was in service on the ?1st
Decemer 2%%/ and who did not retire on the after noon of that day may at
his discretion retain his e9isting scale of pay ,as is applicale to him on the 1 st
>anuary 2%%*- up to the 1st>anuary 2%%$'
,?- :he option once e9ercised shall e final'
Note * +' 6n employee who on the date of issue of this memorandum is on
leave or on deputation or otherwise shall e9ercise the said option in writing so
as to reach the =ead of the ffice.3nstitution within one hundred and eighty
days from the date of his return from such leave or deputation'
Note * ,6n employee who is under suspension on the date of issue of thismemorandum shall e9ercise the said option so as to reach the =ead of
ffice.3nstitution within one hundred and eight days from the date of his
return to service after reinstatement'
Note * ' 3f an employee who was in service on the ?1stDecemer 2%%/ and
to whom this order applies does not e9ercise option under the proviso to para
/ of this order shall e deemed to have elected to e governed y the revised
scale of pay with effect from the 1st>anuary 2%%*'
Note * .' 6n employee who died on or after the 1st>anuary 2%%* and could
not e9ercise option within the prescried time limit shall e deemed to have
e9ercised option for the revised scale of pay from the 1
st
>anuary 2%%* or fromsuch susequent date as is considered most eneficial to him'
Note * /' :he form in which option shall e e9ercised has een set out in

Note * ' 6n employee whose e9isting scale of the post was revised with
effect from any date notionally efore pulication of this order may e
allowed the enefits of e9ercising option under this order on the asis of
notional asic pay in the e9isting scale'
Note * 0' 6n employee whose service is terminated on or after 1st day of
6pril 2%%5 and for those whose institutions have een de#recognied in the
meantime and who is unale to e9ercise option on account of discharge on the
e9piry.aolition of the sanctioned posts recognition dismissal or discharge ondisciplinary grounds within the prescried period shall e entitled to the
enefits of e9ercising option under this order'
Note * 1 Where an employee e9ercises the option under the provisos to this
order to retain the e9isting scale in respect of a post held y him in an
officiating capacity on a regular asis for the purpose of regulation of pay in
that scale under the e9isting order applicale to that post his sustantive pay
shall e the sustantive pay which he would have drawn had he retained the
e9isting scale in respect of the permanent post on which he holds a lien or
would have held a lien had his lien not suspended or the pay of the officiating
post which has acquired the character of sustantive pay in accordance with
any order for the time eing in force which ever is higher'

original post and another for his deputation post'
0 3i&atio# of i#itial pay i# re$ised pay str%ct%re:
:he initial pay of an employee who elects or is deemed to have elected
under 7ara * to e governed y the revised pay structure on and from the 1 st
>anuary 2%%* shall e fi9ed separately in respect of his sustantive pay in the
permanent post on which he holds a lien or would have held a lien had his
lien not een suspended and in respect of his pay in the officiating post held
y him in the following manner namely0
(a) in case of all employees #
,i- the pay in the pay and of an employee who continued in service after ?1st
Decemer 2%%/ shall e determined notionally as on 1 stday of >anuary 2%%* y
way of multiplying his e9isting asic pay y a factor of 1'5* and rounding off the
resultant figure to the ne9t multiple of 1%'
7rovided that if the minimum of the revised pay and in higher than the
amount so arrived at in accordance with the provisions of this item the pay shall e
fi9ed at the minimum of the revised pay and'
,i- 6nd after the pay in the pay and so determined grade pay corresponding tothe e9isting scale shall e added'
,ii- 3n case of =eadmaster.=eadmistress 6ssistant =eadmaster etc' who are in
receipt of additional increments and are still getting the same for holding
such posts the pay in the revised structure shall e fi9ed notionally in
accordance with the provisions of 7ara $,a- aove'
7rovided that the pre#revised dearness allowance appropriate this additional
increments admissile at inde9 average of /?* ,1&52C1%%- shall e added while
fi9ing the pay in the revised pay and'
Note * '0 6n employee who is on leave on the date of commencement of
this order and is entitled to leave salary shall ecome entitled to pay in the
revised pay structure from the date of actual effect of the revised
emoluments'

Note * .:,a- or the purpose of fi9ation of pay under this 7ara every
employee who held efore the 1st>anuary 2%%* a post sustantively
and other post or posts on officiating asis shall e9ercise option in the
appropriate form set out in 6nne9ure 33 for fi9ation of initial pay
separately in the revised scale of pay of the sustantive post and also inrevised scale of pay the officiating post' 3f the numer of officiating
posts held y the employee is more than one he shall e9ercise option
for fi9ation of initial pay in the revised scale in respect of the last
officiating post'
,- 3f upon the fi9ation of pay under this rule the initial
pay of an employee fi9ed in the revised scale of pay of the sustantive
post ecomes either equal to or higher than the pay fi9ed in the revised
scale of the officiating post his initial pay in the revised scale of the
officiating post shall e re#fi9ed at the same stage as the Asustantive
pay'
Note * /0 :he pay of an employee who has een appointed.promotedto a higher post in a higher scale of pay or has got advancement to a
higher scale on or after the 1st>anuary 2%%* shall e fi9ed under this
7ara with reference to the lower post.scale of pay and then his pay
shall e fi9ed in the revised scale of pay of the higher post or revised
scale corresponding to the e9isting higher scale of pay as the case may
e'
3n the case of an employee who elects or is deemed to have elected to draw pay in
revised scale of pay with effect from1st >anuary 2%%* when the normal date of increment
in the e9isting scale of pay is also 1
st

7rovided further that in case an employee who reaches the ma9imum of his pay
and after addition of the amount of increment to the e9isting pay in the pay and#/ ,7B#/-
neither further increment shall e granted to such an employee nor such an amount of
increments shall e added to the e9isting pay in the pay and'
+7 Date of i#cre4e#t i# te re$ised pay str%ct%re:
,1- 3n respect of all employees there shall e a uniform date of annual increment
and such date of annual increment shall e the 1 stday of >uly of every year0
7rovided that in case of an employee who had een drawing ma9imum of the
e9isting scale of pay for more than a year on the 1 st day of >anuary 2%%* the ne9t
increment in the un#revised pay scale shall e allowed on the 1stday of >anuary 2%%* and
thereafter the provision of this rule shall apply'
Note * +0 3n case of the employees completing si9 ,%*- months and aove in the
revised pay structure as on 1stday of >uly shall e eligile to e granted the
increment' :he first increment after fi9ation of pay on the 1 stday of >anuary 2%%* in
the revised pay structure shall e granted notionally on the 1stday of >uly 2%%* for
those employees for whom the date of ne9t increment was etween 1 st>uly 2%%* to
1st>anuary 2%%$'
Note * , 0 3n case of the employees who earned their last increment etween the
period commending from the 2ndday of >anuary 2%%/ and ending on the 1 stday of
>anuary 2%%* after fi9ation of their pay under revised pay structure such employee
should get ne9t increment on the 1stday of >uly 2%%*'
Note * 0 3n case of the employee whose date of ne9t increment falls on the 1stdayof >anuary 2%%* after granting an increment in the pre#revised pay scale as on the
1st>anuary 2%%* their pay in the revised pay structure should e fi9ed on the 1 st
>anuary 2%%* and such employees should get their ne9t increment on the 1 stday of
>uly 2%%*'
Note * .3f an employee opts to come under revised pay structure any date etween
the 1st>anuary 2%%* to the 1stday of >uly 2%%* his pay in the revised pay structure
should e fi9ed accordingly ut his date of ne9t increment should e 1stday of >uly
2%%$'
++ 3i&atio# of Pay o# pro4otio# o# or after +stday of 5a#%ary6 ,77:
,1- 3n case of promotion from one grade pay to another in the revised pay structure
on or after 1st>anuary 2%%* the fi9ation of pay of an employee shall e made in the
following manner namely 0#
a- one increment equal to three per centum ,?H- of the sum of the pay
in the pay and and the e9isting grade pay shall e computed and rounded
off to the ne9t multiple of 1%
- the amount arrived at in clause ,a- shall e added to the e9isting pay
in the and and in case the pay in the pay and after adding the increment is
less than the minimum of the higher pay and to which promotion is taking
place pay in the pay and shall e stepped up to such minimum
c- after the pay in the pay and so determined grade pay corresponding
to the promotional post shall e granted in addition to this pay in the payand'

,2- 3n case where promotion of an employee involves change in the pay and
the same methodology as mentioned in clause ,a- to clause ,c- of su#rule ,1- for
fi9ation of pay shall e applicale'
,?- :he enefit of fi9ation of pay availale at the time of normal promotion
under this rule shall e allowed in case of non#functional movement to higher
scales'Note '6 # 3n case the employee opts to get his pay fi9ed from his date of ne9t
increment then on the date of promotion pay in the pay and shall continue to e
unchanged ut grade pay of the higher post shall e granted' urther re#fi9ation
shall e done on the date of his ne9t increment i'e' 1 stday of >uly' n that day
such an employee shall e granted two increments one annual increment and the
second on account of promotion' While computing these two increments asic pay
prior to the date of promotion and grade pay corresponding to such pay in the pay
and shall e taken into account' 6fter allowing such increments grade pay of the
higher post. scale shall e allowed'
Note ,' + 3n case the employee opts to get his pay fi9ed in the higher grade from
the date of his promotion he shall get his first increment in the higher grade on thene9t 1st >uly if he was promoted etween the periods from the 2 nd >uly to 1st
>anuary' =owever if he was promoted etween periods commencing from the 2nd
>anuary and ending on the ?% th>une of a particular year he shall get his increment
on the 1st>uly of the ne9t year'
+, Pay4e#t of arrears:
,1- (otwithstanding anything contained elsewhere in these rules or in any other rules
for the time eing in force no arrears of pay to which an employee may e entitled
in respect of the period from the 1 st>anuary 2%%* to the ?1stday of @arch 2%%5
shall e paid to the employee'
,2- ,a- :he arrears of pay to which the employee may e entitled to inrespect of the period from the 1stday of 6pril 2%%5 to the ?1 stday of @arch 2%%&
shall e paid in three consecutive equal yearly instalments in cash from the year

,- 6n employee who retired on any date etween the 1 st>anuary 2%%* to the
?1stday of @arch 2%%5 shall not e entitled to any arrears of pay for the period up
to the ?1stday of @arch 2%%5'
,c- 6n employee who retired etween the periods from ?1stday of @arch
2%%5 to the 1stday of 6pril 2%%& ut efore pulication of these rules in the
fficial Gaette shall receive arrears of pay for the period from the 1 st6pril 2%%5
to the date of his retirement in cash'
E9planation0 or the purpose of this rule Iarrears of payJ in relation to an
employee means the difference etween the aggregate of pay and allowances to
which he is entitled on account of the revision of pay and allowances under these
rules for the period in question and the aggregate of the pay and allowances to
which he would have een entitled for that period had his pay and allowances not
een so received' :he revised allowance ,e9cept for dearness allowance and non#
practicing allowance- shall e payale only with effect from the 1stday of 6pril
2%%&'
