    El 21 de septiembre pasado se dio a conocer el ndice de Opacidad 2004, del GrupoKurtzman. El ndice recupera y enriquece la metodologa del ndice de Opacidad 2001 dela empresa PricewaterhouseCoopers, desarrollado por los mismos autores de esta nuevaversin: Joel Kurtzman y Glenn Yago.

    Datos relevantes

    La metodologa evala a los pases a travs de 65 variables, obteniendo datos de41 fuentes, lo que representa mayor riqueza de informacin respecto a la encuestade 2001 (37 entrevistados para Mxico). Entre las fuentes se encuentran el BancoMundial, el Fondo Monetario Internacional, y autoridades locales.

    Al igual que la edicin 2001, el ndice califica a los pases en cinco dimensiones:corrupcin, opacidad legal, poltica econmica, reglas contables y regulacin(CLEAR, siglas en ingls), y asigna calificaciones en una escala de cero a 100.

    El Grupo Kurtzman estima que por cada punto que sube un pas en el ndice deopacidad, su ingreso per cpita cae en 986 dlares; la IED baja en uno por cientocomo porcentaje del PIB; sus activos bancarios caen 4 por ciento como porcentajedel PIB; sus tasas de inters suben 57 puntos base y su inflacin se incrementa0.46 por ciento.

    Datos sobre Mxico

    El ndice de opacidad de Mxico es de 44, ubicndose en la posicin 36 de 48 pases (en 2001, Mxico ocup el lugar 6 de 35 pases, aunque dados los cambiosen la metodologa y el incremento de pases, ello no podra interpretarse como unincremento en la opacidad general del pas).

    En la variable corrupcin, Mxico ocupa la posicin 35 de 48 pases.

    Para que sea rentable para un inversionista hacer negocios en Mxico, El GrupoKurtzman considera que sera necesario que ste obtuviera un retorno de suinversin de 5.01 por ciento ms que en Estados Unidos.

His economicmodeling teams were the first to warn of the impending Latin America debt crisis and produced alibrary of 17 volumes of books on the global economy. He was also Deputy Secretary to theCommittee on Development Planning. While at the UN, Mr. Kurtzman was involved as anegotiator between India and the Union Carbide Corporation over the Bhopal disaster for whichhe was awarded Indias Indira Gandhi Prize.

    Mr. Kurtzman is the author or editor of 19 books and hundreds of articles. He is a member of theeditorial board of MITs Sloan Management Review . His most recent book is MBA in a Box .
