SANTA BARBARA, Hon-duras, 21 de nov. de 2014 (AP):María José Alvarado esperabaque le hicieran algunaspreguntas difíciles sobre su paísen el concurso Miss Mundo enLondres. Así que la joven reinade belleza de 19 años le pidió asu profesor de Filosofía que leayudara a prepararse.

Repasaron la historia deHonduras desde el golpe militarque envió a su presidente alexilio en 2009 a las políticas delactual gobierno. Cada mañanaleían los periódicos y debatíansobre política, la violenciagenerada por las pandillas y elnarcotráfico, fenómenos quehan convertido a Honduras enuno de los países más peligrososdel mundo.

Era poco probable queganara el certamen mundial debelleza y Alvarado lo sabía. Perotrataba de mejorar su inglés ysoñaba con ofrecer un buendiscurso de aceptación del cetro,dijo José Eudaldo Díaz, elprofesor que la ayudaba.

“Sabía que las preguntas quele harían serían sobre lainseguridad y violencia, queeso es lo que el mundo conocede Honduras”, dijo Díaz. “Suobjetivo era explicar, cada vezque se lo preguntaran, quequería aportarle a una Hondu-ras en la que los jóvenespudieran caminar por la calle,sin miedo a ser asesinados”.

Pero nadie podrá escucharese discurso. Miss Honduras nollegará al glamuroso reinadoque se celebrará en Londres. Laasesinaron a tiros junto a suhermana y enterraron loscadáveres junto al cauce de unrío. Exhumaron los cuerpos y eljueves las enterraron en uncementerio medio inundado ylleno de barro de una pequeñaaldea del norte del país.

___El asesinato sin sentido de

Miss Honduras y de su hermanamayor, Sofía, es tanto unatragedia familiar como un hechoque generó indignaciónnacional en una nación queparece caminar comosonámbulo en medio de unasangría de asesinatos. Muchosde los muertos son pandilleros,narcotraficantes y policías. Perotambién caen taxistas,periodistas. Mujeres o niñas sonvioladas y un sinfín de inocentescae bajo el fuego de las balas.

Alvarado hubierapertenecido al último grupo deno ser porque eraexcepcionalmente linda, ylogró surgir de un entornohumilde y de provincia pararepresentar a Honduras en unconcurso mundial de belleza.

“Si hubiera sido cualquierotra chica, sino hubiera sidoMiss Honduras, sería un crimenmás en la impunidadhondureña”, dijo José LuisMejía, rector de la UniversidadTecnológica de Honduras enSanta Bárbara, donde estudiabaAlvarado. “Habrían utilizadola frase de siempre: un ajuste decuentas entre narcotraficantes.Y ni siquiera hubieranempezado a investigar nunca”.

La mayor parte de la cocaínaque llega a Estados Unidos pasapor Honduras y Santa Bárbaraes parte del corredor que uneSan Pedro Sula, la ciudad conlos peores índices de homicidiosdel mundo, con la frontera deGuatemala. Oficialmente, elasesinato de Miss Honduras ysu hermana de 23 años no tienenada que ver con el narcotráfico.La policía dice que elpretendiente de Sofía, PlutarcoRuiz, confesó que les disparó alas chicas en un ataque de celosdespués de verla bailando con

otro hombre en su fiesta decumpleaños. Mató a Sofíaprimero. A María José le metiódos tiros en la espalda cuandotrataba de huir.

Para la familia y los amigosde Alvarado, los asesinatos sonel resultado de una mezcla demachismo agravado por lariqueza y el poder losnarcotraficantes.

“Esta región está imbuidade la narcocultura, representadapor la imagen de un hombreque se mueve en un vehículogrande, bebe, toma droga,camina armado y es el malo”,dice Mejía. “La cultura de laviolencia y de la muerte”.

——Santa Bárbara es una ciudad

colonial española con casas deun piso y corredores sobrepostes de madera y teja roja.Una sociedad tradicionalista ycatólica cuyos padres llevan yrecogen a sus hijas en launiversidad pues creen que lasadolescentes no deben caminarsolas por la calle, donde bebery fumar en público está malvisto y hasta en los concursosde belleza se pide que las chicasno se pongan bikini.

La ciudad está rodeada demontañas ocultas por la nieblay rodeada de cafetales yplantaciones de frijol. Las callesy los caminos son de puro barropor los días de intensa lluvia.

La casa que en el siglo XIXacogió al general y PresidenteLuis Bográn es ahora el Institutoy la Universidad en la queAlvarado esperaba comenzar aestudiar RelacionesInternacionales y donde el 27recibiría su título debachillerato, aunque a la fechaella estuviese en Londrescompitiendo en el concurso debelleza.

En un patio cubierto de launiversidad, mientras susamigas celebran una vigilia ensu memoria a la luz de las velasy ven un video hecho con fotosde su carrera como modelo,Nusly Casaña, de 19 años yamiga de Alvarado desde laguardería, describió la vidadifícil que las mujeres de SantaBárbara tienen que afrontar.

“Te dicen: ‘No te vistás así,no salgás, ¿qué hacés?, ¿a dóndevas?, ¿con quién vas?, ¿quédirá la gente”’, explicó Casaña.

“El hombre es libre, la mujerno; el hombre puede elegir, lamujer no, y junto a eso, laviolencia, que comienza en lacasa desde niña y sigue en lacalle durante toda tu vida hastaque vuelven a meterte en lacasa”, añade. “Llamar crimenpasional al asesinato de unhombre contra una mujer, hablarde celos, es querer evadir unarealidad diaria de acoso yviolencia contra la mujer”.

Casaña recuerda queAlvarado llevaba todos los díasuna Barbie en la mochila de laescuela. Le gustaban la ropa, elmaquillaje. Siempre decía quecuando creciera quería ser comouna Barbie.

La menor de tres hermanas,Alvarado comenzó a competiren certámenes de belleza a los13 años. La escuela, el instituto,las ferias patronales, lasfestividades patrias. Lo ganótodo. Miss Noroccidental, MissHonduras adolescente yfinalmente, Miss Honduras, elboleto a Miss Mundo.

Después de cada viaje, alregresar a Santa Bárbara, corríaa compartir los detalles con susamigas, que la describen aúncomo inocente y generosa, unaniña inocente y llena de vida.“Sus éxitos eran los nuestros”,dijo Ludin Reyes, otracompañera de escuela.

“Éramos sus amigas y sus fans”.Mientras María José

perseguía su sueño y su hermanamayor se casaba y se iba de casa,a Sofía no le iba tan bien comoexplican sus amigas. Era maestra,pero se había quedado sin trabajoy se enamoró de un hombrecasado que dejó a su familia paraestar con ella y al que asesinaronen octubre de 2013.

Así que comenzó a salir conPlutarco Ruiz, quien confesóhaber asesinarla a ella y a suhermana. Todo el mundo enSanta Bárbara le teme.Pertenecen a una familia denarcotraficantes, según lasautoridades. Sin antecedentespoliciales, era alguien queprotegía a sus amigos yeliminaba a sus enemigos.

“Este lugar es un corredor detránsito de droga”, dijo elteniente coronel RamónCastillo, encargado de todas lasoperaciones de seguridad en eldepartamento. “David Ruiz, elhermano de Plutarco, era comoconocido como “El Toro”, ydesde que lo asesinaron en unatentado con armas largas enfebrero, Plutarco lo habíasustituido. Plutarco es unhombre violento de carácterpendenciero que lo resuelve todocon una pistola en la mano”.

Su amiga Casaña dice quetodo el mundo le decía a Sofíaque su novio era peligroso y queella no escuchaba.

Según ella “aquí el peor ma-chismo es el que hay en la cabezade las mujeres que creen que elnarcotraficante es un hombrepoderoso, que la hace sentirgrande, que le da lo que no tiene,que la protege, que la hace verbien en una sociedad que ensalzaesos valores del dinero y elpoder”.

——Para sus amigas es todo un

misterio porque Alvarado aceptóacompañar a su hermana a unrestaurante junto al río en el quese cree que Ruiz organizaba susfiestas y reuniones clandestinasde negocios. Estuvieron toda latarde cocinando juntas un pastelde cumpleaños para el hombreque las asesinó.

Ruiz tenía seisguardaespaldas en la fiesta del13 de noviembre, dijo el tenientecoronel Castillo. La policía diceque Sofía y Ruiz se pelearonporque ella bailó con otrohombre, que él disparó a las doshermanas y con la ayuda de unamigo las enterró cerca de un río,bajo cal viva para que los cuerposse descompusieran lo más rápidoposible.

Al día siguiente, Ruiz fue acasa de las hermanas a invitarlasa almorzar y le dijo a su familiaque las chicas se habían ido de lafiesta con otro hombre. Pocodespués, acompañó a su madre ya su tío a hacer la denuncia de ladesaparición ante la policía. Unasemana después, losinvestigadores consiguieron que

MEXICO, 21 de nov. de2014 (AP): El enojo por ladesaparición de 43estudiantes de magisterio enMéxico se tornó el juevestambién contra el presidenteEnrique Peña Nieto, que paraalgunos enfrenta la mayorcrisis desde que asumió elpoder hace casi dos años.

Decenas de miles demanifestantes se volcaron alas principales calles de laCiudad de México paraacompañar a los padres de losestudiantes desaparecidos el26 de septiembre en el estadosureño de Guerrero, y a la parde exigir justicia reclamaronla actuación del presidente ysu gobierno, que no haaclarado el caso.

“Estamos cansados”, dijoJulieta González, unapsicóloga y profesora quecaminaba por el centro de lacapital mientras sostenía unahoja que rezaba: “quiero querenuncie Peña Nieto”. Laacompañaba su hija de ochoaños.

“Todo es parte de lacorrupción”, consideró. “Losque tenemos hijos queremosdejarles algo, por lo menos elejemplo de que levantandola voz podemos hacer muchoy podemos hacer queescuchen”.

En su mayoría vestidos denegro, los manifestantescaminaron hacia el Zócalo, laplaza principal del centro dela capital, mientras alzabanbanderas mexicanas pintadasde negro en señal de duelo,fotografías de los 43 alumnosdesaparecidos de la NormalRural de Ayotzinapa ypancartas con leyendas de“Ya me cansé” y “Fue elEstado”.

En pancartas, pintas enparedes y gritos se repetía unay otra vez: “íFuera Peña!”.

En otras ciudades deMéxico y en el extranjerotambién hubomanifestaciones.

En la capital de El Salva-dor, universitarios vestidosde negro y otros con ropablanca manchada de rojomarcharon hacia lasinmediaciones de laembajada mexicana paraexigir que se conozca el

paradero de los jóvenes. EnBolivia, estudiantes de laUniversidad Mayor de SanAndrés protestaron en elrecinto portando fotos de losdesaparecidos con la leyenda:“Vivos se los llevaron... Vivoslos queremos”.

El 26 de septiembre,policías de la ciudad sureña deIguala atacaron a estudiantesde la Normal Rural deAyotzinapa que habíanllegado a recolectar recursos.Tres murieron y 43 másdesaparecieron. Según lasinvestigaciones habrían sidoentregados a sicarios del grupodel narcotráfico GuerrerosUnidos, algunos de los cualeshan declarado que los matarony quemaron en un basurero dela zona, aunque hasta ahora nose han concluido las pruebasde ADN de los restoslocalizados.

“Es demasiado injusto”,afirmó Mariana Cárdenas,estudiante de mercadotecniade 26 años, frente almonumento a la Revolución,en el centro de la capital.

“Como mamá yo no meimagino el dolor que estánpasando los padres y familiasde los estudiantes”, comentóla joven, acompañada de susdos hijas, de 4 y 5 años, queportaban banderas mexicanasde luto y una pancarta en laque se leía: “¿Y si tu hijo fuerael número 44?”.

La marcha de la Ciudad deMéxico fue en gran medidapacífica, al contrario querecientes protestas queterminaron con la quema deedificios del gobierno enGuerrero. Siempre quemanifestantes enmascaradosintentaban unirse a laconcentración, los asistentesse lo impedía con cánticos de“íViolencia no!” y “íFuera lasmáscaras!”.

Luego de que la mayoríade los manifestantesabandonase el Zócalo, unpequeño grupo de jóvenesenmascarados empezó aenfrentar a la policía conpiedras y palos. La policíarespondió con extintores paraacabar con los incendiosprovocados por el grupo y paraobligarles a retirarse de la plaza.

En las primeras horas del

día unos 200 jóvenes, lamayoría con las caras cubiertaspor máscaras o bandanas, seenfrentaron a agentesantimotines mientras tratabande bloquear una autovía en lascercanías del aeropuertointernacional, en la zonaoriente de la capital mexicana.Un agente fue golpeado luegoque los jóvenes lanzaronpiedras y cocteles molotov, yuna patrulla fue incendiada.

En distintos momentos dela marcha vespertina, losmanifestantes realizaron unconteo progresivo del número1 hasta al 43, recordando elnúmero de los normalistasdesaparecidos.

“Nosotros no sólo ya noscansamos, ya estamos hasta lamadre de este gobierno”, dijouna estudiante de 21 años deedad que afirmó venir deGuerrero y prefirió no dar sunombre por miedo a represalias.“Ya desaparecieron algunos;no quiero ser la siguiente”.

Horas antes, el presidenteseñaló que la violencia “esinaceptable” y dijo que si bienel país está “dolido”, convocóa actuar de manera pacífica.

Esta misma semana, elmandatario dijo que veía enalgunos hechos violentos enlas distintas movilizacionesque han ocurrido desde elataque a los estudiantesintentos de“desestabilización” de suproyecto de país.

El caso de Iguala mostró lacomplicidad entre lasautoridades y el narcotráfico,lo que ha estimulado lasprotestas para exigir justicia,pero también para expresar elrechazo al gobierno. Hastaahora han sido detenidas almenos 76 personas, incluidosel alcalde de Iguala y su esposa,considerados los autoresintelectuales de lasdesapariciones.

Las movilizaciones deljueves coincidieron con el díaen que el país conmemora elinicio de la RevoluciónMexicana de 1910 y en el quetradicionalmente se realiza undesfile deportivo. Sin em-bargo, el gobierno federaldecidió cancelar a última horael desfile sin precisar losmotivos.

DETROIT, Nov. 19,2014 (AP): The thousandsof vacant lots that dot De-troit deserve more atten-tion than the city can offer,Mayor Mike Duggan saidWednesday in announc-ing a series of fairs that willlet homeowners buy sidelots adjacent to their prop-erty for $100.

• As part of a pilot last year,DPS established a new EnglishLanguage Learner onlinecourse through Mango Lan-guages at four schools —Maybury, Roberto Clemente,Gardner, and Academy of theAméricas, as well as for parentsinvolved in the City Wide Bi-lingual Multicultural Advi-sory Council. Online courseaccounts were created for morethan 400 parents. Two schoolshave been added this year –Earhart and Clippert. A train-ing was offered for all teacherson Nov. 4 so that every Bilin-gual teacher and teacher ofBilingual children can haveaccess to language courses tobetter communicate with par-ents and students. Those lan-guages include Spanish,Bengali, Arabic, and Roma-nian. Through Mango Lan-guages, all bilingual studentsand their parents have accessto ESL courses from 17 differ-ent languages.

• To meet the needs of bilin-gual students, DPS announcedthat funding is available toassist certified staff who arecurrently employed in the dis-trict and would like to obtain aBilingual Endorsement. DPShopes to increase the numberof teachers who secure a bilin-gual endorsement in these tar-get languages: Arabic,Chaldean, Bengali, Hmong,Romanian, and Spanish.

• The district this fall ex-panded the successful Acad-emy of the Americas K-8 pro-gram by adding a 9th grade

academy. The school,called the EscuelaPreparatoria Academia delas Américas, offers a duallanguage curriculum, hon-ors classes, and rigorousacademic standards. It ispart of an overall rollout ofseveral major educationalinitiatives in SouthwestDetroit, including a newgifted and talented pro-gram, a new adult educa-tion site, and much more.DPS also offers dual immer-sion language classes at theForeign Language Immer-sion and Cultural StudiesSchool (FLICS) andMaybury Elementary.

• Detroit Public Schoolsoffers English as a SecondLanguage Adult Educationcourses at the InternationalInstitute of MetropolitanDetroit, Earhart Elemen-tary-Middle School, PriestElementary School,Gardner Elementary, andWestern InternationalHigh School, as well as newprograms at the Academy ofthe Américas, Bennett El-ementary School, andNeinas Elementary, whichwill have their first full yearof operation this year. Thedistrict serves more than500 Adult Education ESLstudents a year.

• Two of the district’s 8Parent Resource Centers(Priest and Bennett) offerbilingual staff and work-shops translated in Arabicand Spanish. Staff mem-bers, who are from thosecommunities, build rela-tionships with the parentsto ensure they are comfort-able and their needs are met. The hours for each centerhave been adjusted to 8:00a.m.-4:00 p.m. Monday-Thursday to accommodatethe requests of parents. Bothlocations have ESL classesfor the parents and an envi-ronment that is welcomingto their younger children.

Toledo city governmentstaff served the homelessand less fortunate each year,donating their time and tal-ents. Cindy Geronimo, whorecently joined the Dept. ofNeighborhoods as commis-sioner of code enforcementfrom the Lucas County LandBank, and Linda Alvarado-Arce, executive director ofthe Board of CommunityRelations, were amongthose who participated.

“I love doing it. I’ve al-ways liked doing it,” saidMs. Alvarado-Arce, whostarted working the lun-cheon when she first joinedthe city a few years ago. “Ienjoy seeing their faces. Ienjoy talking to them. I doenjoy just being part of it,because it’s well-organizedand the food is always re-ally good.”

“I thought it reallyshowed the compassion thatthe community has, beingable to reach out and putsomething like this to-gether,” said Ms. Geronimo.“It’s something they take alot of pride in and I told thestaff afterward how proud Iwas. A lot of their own pas-

An estimated 1,000 peopleattended the luncheon, whichalso provided take-home mealsso those less fortunate couldrely on another well-balancedmeal later. Attendees werebrought by bus from homelessshelters and various programsthroughout the city.

The annual homeless holi-day luncheon is partially paidfor by taxpayers through thecity’s Community Develop-ment Block Grant and Emer-gency Solutions Grant pro-grams, which are funded bythe federal government. Do-nations from private-sectorbusinesses and communitypartners (homeless serviceproviders, food banks, andfood kitchens) pay the rest ofthe cost. The church donateduse of the space and providedvolunteers to assist with theluncheon.

Participants also had the

opportunity to visit a mobilehealth clinic and other healthand wellness service provid-ers for health screenings andservice referrals. Paul MitchellSalon Stylists volunteeredtheir time to provide free hair-cuts and manicures.

“It’s a holistic approach totry to meet their basic needs,”said Ms. Alvarado-Arce. “I en-joy doing it, I believe in it, andI’m going to do it whether it’spart of my work day or not.”

“I think everyone needs tobe reminded that people docare, that there is help outthere and that even littlethings matter,” said Ms.Geronimo. “Every day, everygesture means something. It’sall about hope. That luncheonis more than a warm meal. Theopportunity to get a haircut,get a manicure—it’s just agesture that gives somebodyhope to go on, to just keephanging on, knowing thereare people that care and there’ssupport for them.”

in a spending bill.A temporary govern-

ment funding bill expiresnext month, and some con-servative Republicanswant to use a must-passspending bill to blockObama on immigration.

They argue that Repub-licans should consider ev-ery option, including us-ing Congress’ power of thepurse, to stop Obama’s up-coming executive orderthat would effectively per-mit almost 5 million un-documented immigrants toremain in the country.

A similar effort last yearto block a part of the na-tional health care law ledto a 16-day governmentshutdown.

“The agency has the abil-ity to continue to collectand use fees to continuecurrent operations, and toexpand operations as un-der a new executive order,without needing legisla-tive approval,” said Jenni-fer Hing, a spokeswomanfor Rogers.

Next month’s spendingbill could still carry legisla-tive language unrelated tofunding the immigrationagency that’s designed tothwart Obama on immigra-tion.

To be eli-gible, the parents wouldhave to have lived in theU.S. for five years.

CHILDREN: Expandthe Deferred Action forChildhood Arrivals pro-gram, which Obamalaunched in 2012. It shieldsfrom deportation those mi-nors who were brought to theU.S. illegally as children.

Obama will extend the pro-gram to minors who arrivedbefore 2010, instead of thecurrent cutoff of 2007, and liftthe requirement that appli-cants be under 31 to be eli-gible. Upward of 250,000could be affected.

PRIORITIZING DEPOR-TATIONS: Lower the depor-tation priority for parents ofU.S. citizens or legal perma-nent residents who have beenin the U.S. for less than fiveyears, and for other immigrantswho have been here illegallyfor more than 10 years. A newpolicy will emphasize depor-tation for recent arrivals andfor criminals.

LAW ENFORCEMENT:Replace the Secure Commu-nities program, which handsover people booked for localcrimes to federal immigrationauthorities. The new programwill be called the “Priority

Enforcement Program” andwill set up different prioritylevels based on the conductfor which immigrants aredetained.

BORDER SECURITY:Commit more resources forenforcement efforts at theU.S.-Mexico border.

SALARIES: Increasesalaries for Immigration andCustoms Enforcement offic-ers, who will play a largerrole in law enforcement, tobring them in line with otherpolicing agencies like theFBI.

BUSINESS PRO-GRAMS: Make other immi-gration changes sought bybusinesses, such as a parole-in-place program that couldaffect another several hun-dred thousand people.

How President BarackObama’s executive order onimmigration will affect Ohioor Michigan Latinos is yetunknown, but the president’sactions are being both praisedand panned by both sides ofthe reform debate.

Cleveland immigration at-torney David Leopold calledthe reforms long overdue, be-cause it will give peace of mindto many undocumented im-migrants and their families.

“The scariest thing rightnow in this country is for no-body to take action on immi-gration and that is what Con-gress has done,” said Leopold.“So the president needs to takeit upon himself to make thesystem, the immigration sys-tem work as well as it can workuntil Congress finally does itsjob and fixes the law.”

President Obama outlineda set of criteria in a prime-timeaddress to the nation Thurs-day evening. He has vowed todo what he can to make thesystem work better because ofa stalled bill in the Senate andinaction by Congress as awhole. But the presidentpledged, despite his short-termexecutive action, to work withthe newly-elected Congress toget a comprehensive immigra-tion reform bill passed.

Leopold called it the rightthing to do, because too manylaw-abiding undocumentedimmigrants are being deported,instead of being given a pathto citizenship.

“There are a lot of familiesin Ohio being split up,” saidLeopold. “Every night theygo bed wondering whether themother or the father will betaken away in the morning.They need not live in this kindof fear.”

Congresswoman MarcyKaptur, whose Lake Erie-lineddistrict includes large Latinopopulations in Toledo, Lorain,and Western Cleveland,praised the president for tak-ing action on what she calleda “complicated” issue.

“Earned citizenship is ahorizon to which those whoare law-abiding can aspire. Lifestory after life story of the un-documented is complicatedand compelling,” said Rep.Kaptur. “Their destiny hasbeen delayed for decades. Sothe president’s initiative pro-vides the impetus for resolu-tion. Doing so will makeAmerica stronger. The presi-dent has set firm and clear con-ditions to deal with the un-documented. Each situationis unique.”

“A lot of these families aremixed-status families, theyhave U.S. citizen children, par-ents work hard, pay theirtaxes,” explained Leopold.“They ought to be given achance to be out in the open, areprieve from the kind of fearthey’ve been living under.”

“Think about it—peoplestart getting into the workforceand they start paying payrolltaxes,” said Leopold. We’retalking about $45 billion inpayroll taxes over the next fiveyears from this action, $6 bil-lion over the next year.”

The immigration attorneypointed out thatundocumenteds coming to theU.S. is at record lows and hasnot increased in nearly fouryears. He called the president’sactions “a brief reprieve or re-spite to people who are underthe threat of deportation.”

“The other thing to remem-ber is that the wages of Ohioanswill be stabilized or go up be-cause of this,” suggestedLeopold. “Think about it—ifpeople cannot exploit undocu-mented workers by paying themsweatshop worker wages, thathelps American worker’swages.”

Republican reactionsReaction to the executive

order fell, predictably, alongparty lines. Ohio Republicansdecried Obama’s actions asacting like a “monarchy,” whileOhio Democrats defended theneed for action of some kind.

“The President’s decisionto take unilateral action dem-onstrates a blatant disregard forthe will of the American peopleand the separation of powersexplicitly outlined in our Con-stitution,” said U.S. Rep. BobLatta (R-Ohio-5th District). “Itexceeds his executive author-ity, and I, along with my col-leagues in the U.S. House ofRepresentatives, will fight thisgross executive overreach.”

“Democrats and Republi-cans came together in the Sen-ate to pass a plan that wouldstrengthen our borders, putAmerican workers and busi-nesses first, and create jobs,”said U.S. Sen, Sherrod Brown(D-Ohio) in a statement. “TheHouse of Representatives hasfailed to take action on thisbipartisan plan for more than500 days, and so PresidentObama, like his predecessors[Reagan, Bush I, Clinton, andBushII], must act rather thancontinue to break up families.If House Republicans are con-cerned with President Obama’sactions, they should take upthe Senate’s bipartisan bill in-stead.”

“By acting alone on immi-gration, the president isn’t justgoing around Congress, he’sgoing around the Americanpeople,” countered U.S. Sen.Rob Portman (R-Ohio). “If thepresident truly wants to fix ourbroken immigration system, heshould work with the newly-elected Congress— bothDemocrats and Republicans—on real reform, including im-proved internal enforcementmeasures and securing our bor-

timated to be affected in someway by the president’s immi-gration order, mostly parentsand young people.

The main beneficiaries ofthe president’s actions are im-migrants who have been inthe U.S. without documenta-tion for more than five yearsbut whose children are citi-zens or lawful permanent resi-dents. After passing back-ground checks and payingfees, those individuals cannow be granted relief fromdeportation for three years andget work permits. Applica-tions for the new deportationdeferrals will begin in thespring.

Also of note in the execu-tive order for many of Ohio’sundocumented immigrants isa provision that expands vi-sas for migrant farm workers.They will not be singled outfor protections because ofconcerns that it was difficultto justify legally treating themdifferently than undocu-mented workers in other jobs,such as hotel clerks, day la-borers, and construction em-ployees. Those newly pro-tected immigrants also willbe offered access to the Af-fordable Care Act, providingmany with the healthcarethey’ve lacked.

But there is some specula-tion the new protections fromdeportation may not apply tomost of Ohio’s undocumentedimmigrants.

According to the Migra-tion Policy Institute, a non-partisan research organizationin the nation’s capital, Ohio ishome to an estimated 82,000undocumented immigrants.Of those, only 40 percent— or33,000—would qualify forthe temporary deportationrelief being offered.

Many immigrants livingin Ohio have not been herelong enough to qualify for thefive-year threshold in thepresidential order. Only 28percent fit the criteria of beingparents of children born in theU.S., compared with the na-tional average of 33 percent,according to the institute.There may be other barriers toapply, even for those who doqualify.

“There’s lots and lots ofthorny issues that will have tobe resolved,” JeanneBatalova, a senior policy ana-lyst and demographer at theMigration Policy Institutetold USA Today. “How manywill actually apply and suc-ceed, we don’t know. But itwill definitely be lower thanthat”

According to the Migra-tion Policy Institute, an esti-mated 45,000 of Michigan’sundocumented immigrantswould be eligible for the de-portation deferral. 32,000 ofthose are parents of U.S.-bornchildren.

An announcementabout the project is sched-uled for Friday in Cleve-land. Officials hope theavailability of exponen-tially faster Internet ser-vice will be a catalyst forattracting startups and ex-isting technology compa-nies to the city’s burgeon-ing Health-Tech Corridor.

One hundred gigabitsper second is more than300 times faster than theaverage download speedof residential Internet ser-vice in the U.S. The in-creased speed should al-low health care providersand technology compa-nies to move high-defini-tion image files much fasterthan currently availablespeeds allow.

WASHINGTON, DC,Nov. 20, 2014: An esti-mated 120 land banks ex-ist in the United States,and their ability to adaptto local conditions andneeds is helping commu-nities, large and small,address the negative im-pacts of vacant, aban-doned, and tax-delinquentproperties, according toTake it to the Bank: HowLand Banks Are Strength-ening America’s Neigh-borhoods, a new reportfrom the Center for Com-munity Progress.

While the report stud-ies 67 land banks in total,the Cuyahoga Land Bankwhose headquarters are inCleveland, Ohio is one ofonly seven land banks fea-tured in an in-depth por-trait.

“What we found con-firms that land banks arenot one-size-fits-all,” saidKim Graziani, vice presi-dent and director of na-tional technical assistanceat the Center for Commu-nity Progress, who over-saw the research.

The report finds thatlocal factors, such as thescale of vacancy and aban-donment, influence nearlyall aspects of a land bank’soperations. Land banksvary in staff size and struc-ture, the number of prop-erties each takes on (rang-ing from a handful to tensof thousands), and thestrategies for maintainingthose properties and re-turning them to produc-tive use.

In Cuyahoga County,Ohio for example, theCuyahoga Land Bank hasbalanced demolition,renovation by private in-vestors and collaborationswith other Community De-velopment stakeholdersto facilitate positive landrepurposing.

While land banks haveexisted for more than fortyyears, they have rapidlygrown in number since theGreat Recession, with atleast half of all existingland banks established in2008 or later.

The report also drawson research to clarify whatcharacterizes effectiveland banking.

“Land banks are cre-ated to benefit communi-ties, and we found that aland bank does that mosteffectively when, first andforemost, it’s workingwith a diverse network ofpartners in support of thecommunity’s goals,” ex-plained Graziani. “Thatcould mean basing its workon an existing land use

Sue Workman, CaseWestern’s vice president ofinformation technology ser-vices, said upgrading to a100 gigabit network will al-low for greater use of high-

Other signs of effectiveland banking include trans-parency, in terms of poli-cies, financials, and opera-tions, as well as strategiclinks to the tax foreclosureprocess. Tax-foreclosedproperties are considered animportant source of landbank property acquisitions.

Even the most effectiveland bank, however, will stillrequire some level of publicfunding, the report argues,because land banks take onproperties with costly li-abilities like delinquenttaxes, unclear title, code vio-lations, and severe disrepair,generally in neighborhoodswith little to no responsiblemarket activity.

In Cuyahoga County,working with the CountyAdministration, theCuyahoga Land Bank hasbeen a leader in promotingbest practices and policyleadership in the areas ofland reuse and tax foreclo-sure.

The report also cautionsthat a land bank is not a“silver bullet.” To be suc-cessful, a land bank’s workmust be connected with thecommunity’s other ongoingefforts to prevent the cycleof blight, such as code en-forcement, delinquent prop-erty tax enforcement, andcommunity planning anddevelopment.
