JUAN M. HIDALGO, JR.

Education and Qualifications: Juan M. Hidalgo Jr. was born in San Diego and raised in National City. After graduating from high school in 1984, he enlisted in the United States Marine Corps and served with distinction in both war and peace for over 31 years. In his last assignment he served as the Sergeant Major and Senior Enlisted Leader of the Joint Task Force of Guantanamo Bay (GTMO), Cuba. Although Juan has never held political office, he is a highly passionate, proven, and decorated leader. He now desires to apply his proven leadership skills to the challenges facing the families, individuals, and businesses of the 51st District. Hidalgo adds two college degrees to his military experience and is also a graduate of the National Defense University Executive Leader Course. Juan Hidalgo is a devoted Christian family man, who has constantly remained engaged with the citizens of the 51st Congressional District. After faithfully serving his country with high honor he retired from the Marine Corps on October 1, 2015. His sincere desire to continue to serve this beloved Country has led him to seek the nomination for the 51st Congressional seat. Educación y Calificaciones: Las leyes que aprueba nuestra legislatura estatal tocan todos los aspectos de nuestra vida diaria como californianos. Como alguien que ha servido como procurador general adjunto y juez del Tribunal Superior durante más de 20 años, he dedicado mi vida a servir a la gente de California y he trabajado duro para garantizar que esas leyes castiguen al culpable, protejan al inocente y traten a todos – sin importar sus antecedentes o posición económica – con justicia, imparcialidad y compasión. Education and Qualifications: The laws our state Legislature passes reach into every aspect of our daily lives as Californians. As someone who has served as a Deputy Attorney General, and a Municipal and Superior Court Judge for over 20 years, I’ve dedicated my life to serving the people of California and working hard to ensure those laws punish the guilty, protect the innocent and treat everyone – regardless of background or economic status – with fairness, justice and compassion. During my time on the bench, I tried many gang and prison crimes and sentenced border drug traffickers. Our Legislature has been sadly consumed in the #MeToo sexual harassment scandals and seems more interested in protecting the powerful than passing laws that help solve the real problems of working people. Let’s promptly resolve these scandals and return to the business of our state. There’s not enough affordable housing, not enough good paying jobs and too many failing schools. I’ve lived in Chula Vista almost my entire life. My wife and I raised our three children here. My oldest is a prosecutor, my middle child a US Coast Guard firefighter and my youngest is becoming a special education teacher. TOM STOREY

Education and Qualifications: I am a lifelong resident of the Imperial County. I started in the legal profession in 1970 as a Deputy Sheriff for the Imperial County Sheriff’s Department. I rose to the rank of sergeant and continued to work with Sheriff’s Department until I transferred to the District Attorney’s office as a Deputy District Attorney in 1978. I left the District Attorney’s Office two years later and started my own law practice. Then in 1982 after being elected District Attorney I took over the office in June and served as the District Attorney until January of 1987 when I returned to private practice. I have experience in all fields of trial practice. I have presented criminal trials as a prosecutor and as a defense attorney. I have presented civil trials as a plaintiff’s attorney and as a defense attorney. I have represented both petitioners and respondents in family law. During this time, we committed to making capital improvements to Calexico High School by installing new lighting to the sport’s field, added an all-weather track, added new grandstands and installed new shade structures at the high school and at Kennedy Gardens Elementary. All this while maintaining fiscal solvency. Additionally, with voters passing Measure V ($45,000,000), the first phase to modernize CHS is well underway. We also focused on improving student safety by contracting Calexico PD to provide a School Resource Officer, implemented software to help identify sex offenders visiting our school sites and implemented an emergency management software to help improve response time. My degree in accounting and experience as a city Finance Manager makes me qualified to continue guiding CUSD. My wife, Olivia taught at Dool Elementary for 37 years. This helps me be keenly aware of our student’s needs. It is my goal that students receive the best education possible. Education and Qualifications: Our County is the hub of the Renewable Energy Industry with Solar, Wind, Geothermal and Hydro Electric energy. At the same time our IID has become rife with conflicts of interest, questionable land deals, and lack of transparency. In addition, historic covenants that protect our $4 Billion agri-business industry, long a mainstay of our economy, are under attack. Our IID Board allows other utilities to pass though our county to provide energy to the coast for a pittance. What sparse public benefits funds are available are used for campaign assistance to re-elect incumbents. The State of California benefits from renewable energy. Have you or your household benefitted? Overall your lives are still the same. You have talked; I have listened. We could have improved lighting in all of our cities, a centralized water park, improve infrastructure to avoid power outages, prioritize the New River clean-up, plant and maintain more trees in all of our cities but instead we send free water to the coast. Let’s get the IID back on the right track! Let’s make the IID a good place to work and support families without employees fearing for their futures and their jobs! LA BOLETA ELECTORAL J(Impuesto sobre la ocupación transitoria)

La Ciudad de Calexico (“Ciudad”) actualmente impone un impuesto sobre la ocupación transitoria (Transient Occupancy Tax, “TOT”), también conocido generalmente como impuesto de “hotel”, a una tasa del diez por ciento (10 %) de la renta que pagan los huéspedes a un operador de hotel para ocupar un cuarto o espacio en un hotel o alojamiento similar (en el presente se le denomina “hotel”). Este TOT se impone sobre la ocupación de un cuarto o espacio de hotel dentro de la Ciudad como habitación, alojamiento o para dormir, por un periodo de treinta (30) días consecutivos o menos. En la actualidad, el TOT proporciona aproximadamente $191,000.00 anuales al Fondo General para pagar servicios y programas generales de la Ciudad.

El Concejo de la Ciudad de Calexico colocó la Medida J en la boleta y, si se aprueba por una mayoría de votantes de Calexico, enmendará el Código Municipal para incrementar la tasa máxima del TOT del diez por ciento (10 %) al (12 %) de la renta que pagan los huéspedes para ocupar un cuarto o espacio en un hotel. CITY OF CALEXICOCITY ATTORNEY’S IMPARTIAL ANALYSIS

OF BALLOT MEASURE J(Transient Occupancy Tax)

The City of Calexico (“City”) currently imposes a transient occupancy tax (“TOT”), also generally known as a “hotel” tax, at the rate of ten percent (10%) of rent paid by guests to a hotel operator in order to occupy a room or space in a hotel or similar lodging (referred to herein as a “hotel”). This TOT is imposed upon occupancy of a room or hotel space within the City, for dwelling, lodging, or sleeping purposes, for a period of thirty (30) consecutive days or less. The TOT currently provides approximately $191,000.00 annually to the General Fund to pay for general City services and programs.

Measure J was placed on the ballot by the Calexico City Council and, if approved by a majority of Calexico voters, will amend the Municipal Code to increase the maximum TOT rate from ten percent (10%) to twelve percent (12%) of the rent paid by guests in order to occupy a room or space in a hotel. The tax rate set by Measure J can be increased or decreased by the City Council, provided it does not exceed the voter-approved maximum rate. It is anticipated that this rate increase will generate an additional $39,000.00 in new revenues. Measure J would also update the Code to clarify that the tax applies to the full rent paid by the hotel guest for occupancy, whether payment is made directly to a hotel operator or to a third-party “rental agent” for booking purposes (i.e., online travel companies and online short term rental companies).

Measure J would be a “general tax”. All revenue from this tax would be deposited into the City’s General Fund and could be used for general City operations and services, including police enforcement, emergency response, parks, youth and senior services, and street repair. Pursuant to State Law, a “general tax” requires approval by a majority of the City’s voters voting at an election.

A “yes” vote on Measure J will approve the TOT tax rate increase.

A “no” vote on Measure J will not approve the TOT tax rate increase.

BALLOT MEASURE K(Cannabis Business Tax)

Measure K was placed on the ballot by the Calexico City Council and, if approved by a majority of Calexico voters, will amend the Municipal Code to impose a tax on cannabis businesses operating within the City. Measure K is a tax measure only. It does not amend the City’s existing cannabis regulations or authorize new or additional types of cannabis businesses to operate in the City.

If approved, Measure K would impose a maximum tax rate on cannabis businesses of up to twenty-five dollars ($25) per square foot for space utilized in connection with a cannabis business and up to fifteen percent (15%) of gross receipts generated by a cannabis business. Measure K authorizes the City Council to set the actual tax rates , provided that the rates do not exceed the voter-approved maximum rates set by Measure K.

Measure K would be a “general tax”. All revenue from this tax would be deposited into the City’s General Fund and could be used for general City operations and services, including police enforcement, emergency response, parks, youth and senior services, and street repair. Pursuant to State Law, a “general tax” requires approval by a majority of the City’s voters voting at an election.

The City currently allows the following cannabis business types: manufacturing, cultivation, distribution, and testing. If approved, Measure K would impose a tax on all cannabis businesses currently operating in the City. The tax would also apply to any other cannabis businesses that may be allowed in the future by amendments to State law or the Calexico Municipal Code. As noted above, Measure K would not change or expand the number or types of cannabis businesses currently allowed in the City. If approved, Measure K is anticipated to raise approximately $700,000 annually.

A “yes” vote on Measure K will approve the cannabis business tax.

A “no” vote on Measure K will not approve the cannabis business tax.
