• Horizon 2020 base legal:
• - "A “multi-actor approach" will ensure the necessary cross-fertilising
interactions between researcher, businesses, farmers/producers,
advisors and end-users".
• - "The impact and dissemination of research results will be actively
supported through specific actions on communication, knowledge
exchange and the involvement of various actors all along the
projects.“
• Esta definición coincide con el concepto de Grupos Operativos a
financiar vía DR dentro del modelo interactivo de innovación de la EIP
Proyectos multiactores
Además los proyectos multiactor se considera que deben tener en cuenta:
-Cómo los objetivos y el plan de trabajo de las propuestas de proyectos están orientadas a necesidades/problemas u oportunidades de los usuarios finales.
-Exista complementariedad con investigación existente
-La composición del consorcio tenga una implicación activa de los actores clave, que a su vez tengan complementariedad en el tipo de conocimiento aportado (científico y práctico) para alcanzar los objetivos propuestos y hacer posible una amplia implementación de los resultados.
-Que tengan capacidad de relación con diferentes actores y que estén abiertos a la incorporación de socios adicionales a lo largo del proyecto, considerando la incorporación de grupos operativos de la EIP de utilidad para los fines del proyecto.

SFS 3 - 2014: Practical solutions for pests and invasive alien species affecting plants
Specific challenge: Pests6 and invasive alien species cause yearly losses to agriculture and forestry and increase plant production
costs. Invasive alien species can also act as vectors of new pests and diseases affecting plants, impact negatively on native
species (e.g. outcompete), change biodiversity patterns and disrupt ecosystems and landscapes. Climate change is expected to
favor the permanent establishment of many alien pests throughout Europe and change the distribution of already established
pests. More environmental friendly approaches in pest and disease control are sought, in line with the Directive 2009/128/EC.
Given the high costs associated with prevention of pests and invasive alien species and the reduction of their environmental
impacts, there is a need to further develop integrated mechanisms of response measures (practical solutions), including novel
Integrated Pest Management (IPM) approaches.
Scope: Projects should address threats for both the agricultural and forestry sectors. A number of pests and invasive alien species
that are causing significant economic losses, have a large environmental impact and therefore pose a major threat for Europe
should be tackled. Advanced solutions for pests (including weeds) and invasive alien species management utilising the latest
technologies with integrated approaches should be sought. While the centre of gravity should be R&D activities, the technical and
economic feasibility as well as the industrial relevance of the proposed technologies and mechanisms should be proven through
relevant demonstration activities. International cooperation with third countries experiencing the same problems is expected.
Involvement of industry (including SMEs) to translate the finding into marketable products or services is required. Active
dissemination towards end-users is awaited. Actions proposed should fall under the concept of 'multi-actor approach'.
Expected impact:
Effective solutions for the 'management' of pests and invasive alien species;
Scientific support to the development of relevant EU policies;
Significant economic gains for the European agriculture and forestry;
Increased product quality (e.g. lower level of chemicals)
Development of science-based tools for developing strategies for improving the productivity and resilience of
forests in the context of changing environmental, social and economic conditions
Impact on a range of agricultural production practices

scientific knowledge & best practices: what do we have/what
do we miss to make used
• Projects must develop end-user material to facilitate the
discussion on, sharing and dissemination of knowledge in an easy
accessible way: input for education and a research database
for end-users (long term availability of results in a common
format)
