"Pre-Emptive" War, Then and Now

The name Pearl Harbor res-onates in American history; itis synonymous with the U.S.

entry into World War II. It stands fortragedy - and for treachery. On December7, 1941, Japanese carrier-based aircraft at-tacked United States naval and air forcesin the Hawaiian Islands, and scored amajor victory. Over 2,300 U.S. militarypersonnel lost their lives - almost half ofthem when the battleship Arizona wasblown up and sunk by bombs and torpe-does. The U. S. Pacific fleet was devas-tated. The next day President FranklinRoosevelt called for a declaration of war,and described December 7, 1941, and theJapanese attack as "a date, which will livein infamy."

Sixty years after Pearl Harbor, the ad-ministration of G. W. Bush has made"preemption" an official part of U.S. pol-icy. According to this so-called "BushDoctrine," the United States claims theright to use military force whenever it de-termines that its security or economic in-terests may be threatened by anothernation in the future. The Bush NationalSecurity Strategy of 2002 states that "Thegreater the threat, the greater is the risk ofinaction - and the more compelling thecase for taking anticipatory action to de-fend ourselves, even if uncertainty re-mains as to the time and place of theenemy's attack. To forestall or preventsuch hostile acts by our adversaries, theUnited States will, if necessary, act pre-emptively." In other words, if it is to ouradvantage, we will strike first - begin a

war - when we see a potential threat to ournational interests.

Prior policy required an adversary tostrike first. Such was the case leading tothe Spanish-American War (1898), WorldWar I, World War II, the Korean War,Vietnam, Desert Storm, then Afghanistanand Iraq (following the 9/11 attacks) . Thelast three wars were, in my opinion, to se-cure sources of Mid-Eastern crude oil. Letus remember to continue the efforts to de-velop alternative and sustainable energysources, which will truly make us inde-pendent of our reliance on foreign crudeoil sources.

On Monday night, President Obamalaid out a long-term strategy to deal withthe terrorist forces of al-Qaeda and Tal-iban, whose center of support is diffuse,however, it seems to be in an area com-mon to Afghanistan and Pakistan. Thisconflict is not against these nations, butagainst an ideology which has twisted Is-lamic beliefs to destructive aggressionagainst all who are not believers in theirversion of Islam.

What President Obama has decidedas national policy is very rational, thoughmany will disagree and oppose, while en-joying the civil freedoms ensured by theAmerican Constitution. We, as a nation,must support his leadership rather thanundercut it. There are ways of presentingdisagreements that do not diminish theleadership of our Commander-in-Chief.Unlike his predecessor, he took time tobecome fully informed. He even listenedto his critics and detractors.

If we want the American Dream toprevail, we must do what has to be done.

But know that as indicated by thelitany of wars our nation has participatedin since becoming independent, the strug-gle to be free will continue beyond 2011when our military forces in Afghanistanwill be brought home. They will beneeded elsewhere where the forces ofdespotism and tyranny suppress their na-tive residents. That has been going onthroughout recorded history.

Pre-emptive war is now our nationalpolicy because our nation cannot wait tobe provoked. The global economy re-quires peace to permit free competitiveeconomies to flourish. Our world securityrequires prevention of irresponsible useof weapons of mass destruction. Pakistanhas atomic weapons and we cannot per-mit these to become controlled by terror-ists. We cannot afford to wait to be incitedby an attack such as the one at Pearl Har-bor and later on 9/11. Let's support ourPresident who is doing a very good jobleading this nation out of the mess createdby past administrations whose fragmentsare still very outspoken and as irrespon-sible as all those jihadists.

On December 7, 2009 let us all Re-member Pearl Harbor which happened 68years ago. Let us commit ourselves tofully supporting what has to be done toneutralize terrorism. Understand that as afree world superpower, both military andeconomic, the forces of tyranny, despot-ism and treachery exist and must be faceddirectly both at home and abroad.Δ

President Obama announced he would send 30,000 moreAmerican soldiers to Afghanistan in the next year, bringingour troop commitment to 100,000. It is Obama's hope, and

our nation's gamble, that this increase will complete the job of killingor routing foreign al-Qaeda fighters from that nation, while at the sametime convince indigenous Afghan Taliban members to lay down theirweapons and peacefully rejoin civil society. The goal, as stated by thePresident in his Monday address at West Point Military Academy andto the nation, is to end the tragic 30 years of war in this sad land. I hopehis plan succeeds, but I fear it will not.

As a student of the history of interventions by superpowers in minornations, and having traveled in Afghanistan just before the 1978 SovietUnion invasion, I can report that this mountain nation is as perilous asit is beautiful. The Afghan people, at the center of Asia and with a threethousand year history of foreign invaders, has never been easily con-trolled-- not by Alexander-the-Great, Genghis Kahn, or the British Em-pire. Eventually, the invaders have often destroyed themselves in theprocess of seeking to control this wild land.

Afghanistan was invaded by more than 100,000 Soviet troops in1978 to support a government they helped install, a so-called "clientstate." After nine years of gruesome war, 620,000 troops served, 15,000died, 470,000 were sickened by hepatitis, typhoid, severe mental inca-pacity--even suicide, and 11,000 were maimed--suffering lifelong dis-abilities; all at a cost of $655 billion in today's U.S. dollars.

More than one million Afghans died during this period, and fivemillion fled to Pakistan or Iran, escaping the carnage delivered by So-viet jet fighters, attack helicopters, tanks, artillery, rifles, and millionsof land mines. The Soviet Union, at the time the second most powerfuland well equipped army in the world, was defeated by sandal-wearingguerrilla fighters, calling themselves "Taliban--warriors of god."

The Soviet Union's humiliating defeat served as a key ingredientto its financial and moral collapse, and the defeat encouraged its ownsocialist republics to break apart, seeking their own destinies outsideof Kremlin control.

A recent report places a cost of $1million per U.S. soldier per yearin a battlefield. With 100,000 soldiers expected to be in Afghanistanmy mid 2010, it will cost a staggering 100 billion dollars each year!This amount does not include rebuilding the nation's infrastructure afterthirty years of war, transforming its highly profitable--though deadly--opium economy to a vegetable farming economy, nor hospitals andschools for an injured, illiterate, and deprived population. There is alsothe problem of a thoroughly corrupt government starting at the very topwith President Karzai, a former Unocal lobbyist, whose vice-president,a former warlord, grotesquely suffocated 2,000 men in shipping con-tainers during the U.S. invasion, and whose brother is reportedly therichest drug dealer in the nation. Bribery and thievery are endemic atevery level, yet no one is prosecuted for most crimes, including rape-which evidently-is not a crime at all.

Our soldiers are the best trained, equipped, and dedicated in theworld, but even they have not been able to change the corrupt nature ofthe Karzai government, not in 8 years, not in 8 more years. I fear thatby then, our nation will be drowning in the quagmire called U.S. inAfghanistan. In the 1960s we lost the War on Poverty in the jungles ofVietnam, I fear we will lose our nation's economic recovery in themountains of Afghanistan. I hope it will not be the graveyard of ourAmerican Empire!

On Saturday, December 19, 2009,over 1700 children from the commu-nity will gather at the Mountain

View Police Department for the 7th annual"Cops That Care" holiday gift-giving event. Thiswildly successful event, founded by Officer RonCooper, provides gifts for children whose fami-lies may not have the means to purchase gifts ontheir own. Children through 18 years of age whohave an affiliation to the Mountain View com-munity will be able to visit the North Pole (also

known as the Police/Fire Auditorium at 1000Villa St.) and select a toy from the thousandsavailable.

Every year, the Mountain View Police De-partment relies on cash and toy donations fromthe community in order to make this event suc-cessful and fun for the children. The Departmentis now accepting new and unwrapped toys andclothing as well as gift cards and cash. Dona-tions can be brought directly to the Police De-partment at 1000 Villa St. Checks should be

made out to the Mountain View Police ActivitiesLeague (MVPAL) with "Cops that Care" writtenin the comment section.

This program is designed for families inMountain View who are unable to purchase giftsfor their children this holiday season. Parents orguardians of participating children will be askedto present something that will show their child'saffiliation to Mountain View. Examples include,but are not limited to: driver's license/ID card

with a Mountain View address, school reportcard, school ID, child day care enrollment formor bill, utility bill, etc.

SAN FRANCISCO - Citing potentialharmful effects on minors, child psy-chologist and Senator Leland Yee (D-

San Francisco/San Mateo) today urged parentsand grandparents to avoid violent video gamepurchases for their children this holiday season.

"It is vitally important that parents andgrandparents consider the content in videogames before making holiday purchases," saidYee. "There is mounting evidence that ultravi-olent video games have negative effects on chil-dren, and can cause real behavioral changes."

Several studies by the Journal of the Amer-ican Academy of Pediatrics, American Psychi-atric Association, and American PsychologicalAssociation conclude that adolescents who playviolent video games may become increasinglyaggressive over time.

Yee's 2005 law to prohibit the sale of ex-tremely violent video games to minors in Cali-fornia is currently being litigated and underconsideration by the Supreme Court of theUnited States. Another law, also authored byYee in 2004, requires video game retailers topost signs to inform consumers about the video

game rating system which indicates the age-ap-propriateness of video games.

"These violent video games are learningtools for our children and can result in more ag-gressive behavior," said Randall Hagar of theCalifornia Psychiatric Association.

Parents and grandparents should considerthe following before purchasing video games:

• Be aware of advertising and marketing tochildren. Advertising pressure contributes toimpulse buying.

• Check the age ratings video game descrip-tors found on the box. Read other reviews, suchas www.commonsensemedia.org, www.par-entstv.org <http://www.parentstv.org/> , andwww.whattheyplay.com.

• Become familiar with the game.• If there are violence and sexual themes in

the title and cover picture, you can assumethese themes are also in the game.

• Avoid the "first person shooter" and "thirdperson shooter" killing games.

• Discourage games that reward the playerwith more points or new scenes for anti-socialand violent behavior.

SAN JOSE --The Santa Clara Valley WaterDistrict Board of Directors appointed sevencommunity members from all areas of

Santa Clara County to work on establishing new dis-trict boundaries.

State Assembly Member Joe Coto introduced AB466 to amend the Santa Clara Valley Water DistrictAct in early 2009 and it was signed into law by Gov-ernor Schwarzenegger last month. Among theamendments, AB 466 replaces the current Board ofDirector's structure. The new structure requires allseven board members be elected from new districtsthat will be drawn through a formal redistrictingprocess. That process must be completed by June 30,2010.

"I am pleased that we were able to identify sucha diverse group of community leaders to represent awide variety of voices from throughout the county.This committee will ensure the process is open, in-clusive and transparent," said Water District BoardChair Sig Sanchez.

Each board member will be elected from sevensmaller, equally divided districts. Creating smallerdistricts will improve voter representation, as eachnew district will better reflect the geographic, socialand economic diversity that exists within Santa ClaraCounty. In addition, the new smaller districts will

provide greater opportunity for competitive electionsby making it less expensive for residents to run forpublic office.

The creation of new districts requires a redistrict-ing study; to ensure the seven newly drawn districtsmeet the one-person, one-vote test to comply with thefederal Voting Rights Act. To assist with the comple-tion of this redistricting the Board of Directors cre-ated an independent Redistricting AdvisoryCommittee comprised of seven community members.The committee members are as follows:

should be stable and not be able to move. When standing on a ladder, your hips shouldstay within the ladder rails. Don't stand on the top two rungs of a ladder. If climbing ona roof, the ladder should extend three feet above the roof edge. Never climb on a wetroof. It's always best to have another person with you to hold the ladder and help ifyou do fall.

The treatment of AIDS has come a long way since the virus firstbecame an epidemic. Research and improved medicine havehelped people live longer and healthier lives over the years.

However, people throughout the world continue to contract HIV and diefrom AIDS.

According to the National Institute of Allergy and Infectious Diseases,there are 56,300 new HIV infections each year in the U.S. and there is anestimated 33 million people living with HIV worldwide.

On Tuesday, December 1, several organizations throughout the worldgathered to express their commitment to the global fight against AIDS.

In Silicon Valley, the commemoration was held at San Jose City Hall'sRotunda building. Several musical groups and political figures were presentat the event.

"We are here to acknowledge the losses and sacrifices that have beenmade by many people throughout the world," said San Jose Mayor ChuckReed. "We will never forget these individuals and we will continue to sup-port the research that is being done."

In Silicon Valley, approximately 4,500 individuals have contractedHIV/AIDS, and testing has declined over the past five years.

"The reason that testing has declined is because of the current economiccrisis we are facing," said Santa Clara County Supervisor Ken Yeager -District 4. "But we will continue to work hard to find funds for HIV andAIDS services in Santa Clara County."

All individuals regardless of age, ethnicity and sexual orientation cancontract AIDS. According to the Center for Disease Control and Preven-tion (CDC), in 2007, Hispanics/Latinos accounted for 18% of the 42,655(including children) new HIV/AIDS diagnoses in the 34 states with long-term, confidential name-based HIV reporting. For Hispanic/Latina femalesliving with HIV/AIDS, the most common methods of transmission werehigh-risk heterosexual contact and injection drug use. For U.S.Hispanic/Latino males living with HIV/AIDS, the most common methodsof HIV transmission were (in descending order); sexual contact with othermales, injection drug use and high-risk heterosexual contact.

The CDC suggests that Latinos abstain from sex (do not have oral,anal, or vaginal sex) until they are in a relationship with only one person,are having sex with only each other, and knows the other's HIV status. Do

not inject illicit drugs (drugs not prescribed by your doctor).HIV can be spread through needles, syringes, and otherworks if they are contaminated with the blood of someone

who has HIV. Drugs also cloud the mind, which may resultin riskier sex.

"Doing the Right Thing” sounds like some-thing we should all be doing during these diffi-cult economic times. Unfortunately, noteverybody is.

According to the People Acting in Commu-nity Together organization (PACT), certainbanks have not been acting appropriately andare not responsible corporate citizens. Theirmain target is Bank of America (BofA).

According to PACT, BofA accepted nearly$200 billion in Troubled Asset Relief Program(TARP) bailout money, and as of October,990,628 BofA borrowers were eligible for the

Home Affordable Modification Program. Yet,only 7 percent of BofA's eligible homeownershad their loans modified.

"We want Bank of America to know thatwe feel that what they are doing is wrong,' saidPACT member Gina Gates. "We want the pub-lic and the government to know this as well. Weare targeting BofA because they are by far theworst performers."

Gates went on to say that most of BofA'scustomers want to modify and can modify theirloans. But the response from BofA has beenvery vague.

"They tell us that they have a lot of cus-tomers to service, or that the paper work is notfilled out correctly. Basically, they are lying to

Bank Does Not Live Up to Mottous. " Gates said. "They receiveda lot of money from thegovernment and havenot done anything ex-cept kick people out oftheir homes."

PACT is asking thatBofA: (1) not foreclose ona home where the owner iswaiting for a modification,(2) establish a 45-day maxi-mum time period to respond to aloan modification request, startingthree days after the request is received,(3) provide transparent reports on theterms and demographics of loan modifi-cations, and (4) create an appeals processfor homeowners who were denied a loanmodification.

"If BofA does not begin to change its ways, thenwe will move our funds to a bank that is here to serve thecommunity," Gates said. "We will also work on encouraging othercustomers on doing the same."

On Friday, December 4, 2009, PACT members will be protestingBank of America's policies at the Bank of America located at 125 S.Market St., San José.

Last Halloween was the worst day for the family ofSamuel and Yesenia Contreras since they movedto San Jose six years ago. On Saturday, October

31, their 12-year-old son was very excited about going trickor treating, but while doing so, he was shot in the head by analleged gang member.

For the Contreras family their pain has reached unfath-omable depths, from places they could never have imagined.The family, with four other children, didn't celebrate Thanks-giving and they have no plans to celebrate Christmas becausethere is no reason to celebrate. As long as their 12-year-oldson cannot open his eyes the Contreras family cannot becalm. The child remains in critical condition at a local hos-pital.

Father Samuel tearfully states, "I want to see my sonsmiling, talking and joking. Doctors have told me to wait."

Samuel is a person of faith and hopes for a miraculousrecovery of his son. He tearfully stated, "I believe that Godand the Virgin of Guadalupe will help us get through thisstorm very soon."

Meanwhile, the family faces serious financial problems.Samuel has not worked for three years due to an accident thatleft him disabled. Yesenia was working as a janitor, but shehad to stop working in order to take care of her son. So who

pays the rent? How do they pay their bills? How do they sup-port their other children? Their financial survival is a daunt-ing challenge.

"Family and neighbors bring food and we try to live, day-by-day. We hope that someone will leave food. We havemet very nice people who are still helping us," said Mr. Con-treras.

David Figueroa, the Mexican Counsel in San Jose, isvery concerned, "The Contreras family is being assisted byour Bureau of Consular Protection. We regret this terrible sit-uation and we hope for the child's quick recovery."

Meanwhile the nonprofit organization, Human Agenda,has stepped forward to raise money for the family. "We wantto help this family and we urge everyone in the communityto send a donation," stated Franci Collins, Human AgendaChairperson.

Nada hacía presagiar que en la noche de brujas iba a ocurrir una de las peores desgracias para la familia Contrerasde San José. Aquel sábado 31 de octubre su hijo de 12 años de edad estaba muy entusiasmado por ir a recogerlos dulces pero en respuesta recibió un tiro en la cabeza por un miembro de pandillas.

A Yesenia y Samuel Contreras el dolor les ha llegado por donde menos imaginaban. La familia enfrenta problemas dedesempleo. Samuel no trabaja desde hace tres años debido a un accidente laboral que lo dejó inhabilitado. Por su parteYesenia trabajadora de limpieza ha dejado de trabajar para cuidar a diario a su hijo en un hospital local.

Entonces ¿Quién paga la renta? ¿Cómo pagan sus gastos? ¿Cómo sobreviven con los otros cuatro menores de edad quetiene el matrimonio Contreras?

"Familia y vecinos nos traen comida y tratamos de vivir un día a día, esperamos de que alguien nos deje comida y haymuy buenas personas que nos han ayudado", dijo muy triste Samuel Contreras.

Para los Contreras no hubo Día de Acción de Gracias y menos habrá Navidad, porquela desgracia les ha caido por completo. Mientras el menor de 12 años no abra sus ojoslos Contreras no podrán estar tranquilos.

El menor sigue en estado crítico y desde el 31 de octubre no ha abierto losojos para nada. "Quiero verlo sonreir, hablar y bromear. Los médicos me handicho que hay que esperar"

"La familia Contreras ha sido asistida a través de nuestra Oficina de Pro-tección Consular y seguiremos ayudando a la familia en todo lo que nece-site. On Wednesday, Dec. 2, the Justicefor Mercado Workers campaignedkicked off its start with a news con-

ference held by the United Food & CommercialWorkers Union (UFCW5). The conference ad-dressed what the coalition considers unfairpractices found at local grocery stores or mer-cados and urged people to act.

"A lot of times, two or three jobs areneeded to make ends meet," said Victor Blanco,organizer for UFCW5. "We need to act collec-tively to gain better benefits and fair wages."

Blanco has worked in mercados since theearly age of 14 and has realized the need forrepresentation. He looks forward to educatingworkers like him.

"There is no reason that one sector shouldhave lower wages based on customers that aremainly immigrants," said Ron Lind, Presidentof United Food & Commercial Workers Union5.

The Coalition said it hopes to end consumerabuse, and most importantly, worker abuse.There are workers that have a hard time gettinga restroom break or getting paid what they haveearned.

"We are positive and we are ready to moveforward," said Lind. "We are going to bring jus-tice to these mercado workers."

The consulate general of Mexico also

showed his support for the campaign and saidthey will provide the necessary assistance forthe mercado workers campaign. Dolores Huertahas also endorsed the campaign. There is alsosupport from the League of United Latin Amer-ican Citizens (LULAC).

"When you organize, the churches are sup-pose to stand beside you and that's what we aregoing to do," said Reverend Sal Alvarez of theNational Farm Workers Service Ministry.

It is apparent the community support isthere, but the call is being made towards otherworkers. Currently things have been throughword of mouth, but there will be larger attemptsto get further attention.

" People need to speak up, there are peoplethat can help us," said Teresa Hernandez. "Weshouldn't be mistreated."

Hernandez worked at Su Vianda for twoyears and claims to have been fired for reachingout for help. She doesn't want anybody to gothrough the same.

UFCW plans on educating the communitythrough workshops later in the month. Accord-ing to the coalition, 10% of grocery workers inthe state of California are employed at localLatino and Asian grocery stores and theyshould all be treated the same.

Las Posadas is a holiday tradition thatis celebrated throughout LatinAmerica and by Latino in the Unites

States. It is a series of evening parties held onDecember 16 and ends on December 24.

The celebration is hold in honor of Josephand Mary's difficult journey from Nazareth toBethlehem and its is based on the passage in theNew Testament, the Gospel of Luke (2:1-9): Itsorgins can be traced back to Spain and "Posada"in English means shelter.

Los Posadas are usually held within aneighborhood. The host has a nativity scene andacts as the innkeepers. The guests act as pil-grims request lodging by singing traditionalsongs about the pilgrimage taken by Mary andJoseph.

Each "pilgrim" carries a candle and four ofthem carry small statues of Joseph leading adonkey, which Mary is riding on.

Prior to reaching their destination, the pil-

grims are refused lodging by other participantsthroughout the neighborhood. They areshunned away by their decliners through songalso.

Once inside their "innkeepers" shelter, thepilgrims before the Nativity scene and start topray. The Rosary is what they usually pray.

The "innkeepers" provide the pilgrims withplenty of food, drinks and sweets. There is alsousually a piñata at the end of each celebration.

There have been some changes made to thecelebration throughout the years.

Individuals may actually play the variousparts of Mary and Joseph with the expectantmother riding a real donkey, with attendantssuch as angels and shepherds acquired alongthe way, or the pilgrims may carry images ofthe holy personages instead.

Niños menores de 10 años de edad que tu-vieron su primera vacunación contra la gripeH1N1 en la clínica pública el 7 de noviembre, orecibieron su primera vacunación por lo menoshace tres semanas, ahora tienen que recuperar lavacunación de refuerzo . Los niños menores de 10años de edad deben recibir dos vacunaciones paraestar completamente protegidos contra el virus dela gripe H1N1.

Más vacuna contra la gripe H1N1 está siendosuministrada a los proveedores de salud públicosy privados en el Condado de Santa Clara,.

Si usted está en la categoría de alto riesgo,usted debe consultar con su médico para ver sitienen la vacuna.

La clínica pública gratuita el 6 de diciembrees para aquellos que no tienen acceso a servicios

de los hechos más transcendentales en la historia política deMéxico. Quince años después de ocurridos los hechos, Dis-covery en Español recrea el trágico evento, pone a prueba lasdiferentes hipótesis y evidencias, y entrevista a testigos en sunueva producción original El caso Colosio, que se transmiteel domingo 13 de diciembre a las 9 PM E/P.

¿Cómo pudo un simple obrero haberle disparado a que-marropa a un candidato presidencial rodeado de policías,guardias de seguridad y miles de asistentes? Las pruebas in-consistentes que presentan las autoridades y el detallado análi-sis del video del asesinato que realizan los medios de

La misma tecnología de telecomunicaciones que impulsauna continua innovación ha producido una gran cantidad deteléfonos y dispositivos especializados para que las personascon discapacidades puedan comunicarse con la familia y losamigos. El Programa de Telecomunicaciones para Sordos yDiscapacitados (DDTP, por sus siglas en inglés) provee estosteléfonos gratuitamente para los californianos que cumplen losrequisitos.

El DDTP distribuye equipos y servicios de telecomunica-ciones que mejoran la comunicación para todos los californi-anos. Siendo un programa de la Comisión de ServiciosPúblicos de California (CPUC, por sus siglas en inglés), elDDTP provee a los californianos un equipo de teléfonos es-pecializados y servicios de retransmisión a través del Programade Acceso Telefónico de California (CTAP, por sus siglas eninglés) y el Servicio de Retransmisión de California (CRS, porsus siglas en inglés), respectivamente. El CTAP provee telé-fonos especializados que amplifican el sonido, ajustan el tono,se encienden cuando reciben llamadas, exhiben la conver-sación telefónica en forma de texto, tienen botones grandescon números en relieve, son portátiles o tienen botones de telé-fono de marcado rápido que incorporan fotografías. El CTAPofrece aproximadamente 60 tipos de teléfonos y dispositivos

especializados, para que todos los californianos puedan comu-nicarse a su manera.

El CRS provee Operadores de Retransmisión y Ayudantesde Comunicación especialmente capacitados para retransmitirconversaciones telefónicas entre personas sordas, con pérdidaauditiva o con discapacidades del habla y las personas con lascuales desean comunicarse por teléfono. El CRS, el teléfonocon subtítulos y los servicios de retransmisión de voz a voz(Speech-to-Speech) se ofrecen en inglés y español.

Los residentes de California tienen derecho a recibir unequipo especializado si tienen un servicio telefónico y estáncertificados por un médico u otorrinolaringólogo autorizado.No hay costo, obligación, requisitos de edad o de ingresos.

Una vez que una persona cumple los requisitos pararecibir un teléfono especializado, pueden llamar al 1-800-806-1191 ó ir a uno de los Centros de Servicios del CTAP en Cal-ifornia para determinar el dispositivo más apropiado para susrequisitos. El personal del CTAP demostrará las funciones delos teléfonos, recomendará el teléfono que se adecue mejor alas necesidades del cliente y proveerá capacitación sobre cómoutilizar y personalizar el teléfono.

Archundia Téllez rechazó que esta acción sea unduro golpe para el gremio a nivel mundial y dijo que laFederación Internacional de Futbol Asociado (FIFA)está preocupada al respecto y por eso previo al Mundialde Clubes de Abu Dhabi, Emiratos Arabes Unidos,habrá un curso de preparación para los colegiados.

Observó que a nivel mundial se desarrollan sem-analmente unos 100 partidos y es "mínimo el margende error en porcentaje", declaró el "nazareno", quienviajó a los Emiratos Arabes Unidos para estar en su ter-cera Copa Mundial de Clubes.

Indicó que la FIFA, al igual que la FederaciónMexicana de Futbol (FMF) tiene su Comisión deApelaciones y aunque haya rectificaciones a la decisiónde un silbante "el árbitro no ha perdido autoridad.

Resaltó el curso que van a tener los colegiados pre-vio a la Copa Mundial de Clubes porque la Comisiónde Arbitros de la FIFA está preocupada por los erroresregistrados y obviamente no quiere que se repitan.
